star this property answer text <p>The Government is aware that there are significant disparities in the financial and non-financial support available for people across the UK. The Rt Hon Penny Mordaunt MP, in her role as Paymaster General, is working with HM Treasury, the Department of Health and Social Care and health departments in the devolved administrations to take forward the actions necessary to address these disparities.</p><p> </p><p>Cabinet Office officials are in regular contact with colleagues in the devolved administrations on the progress of this work. In line with the practice of successive administrations, details of such discussions are not normally disclosed. star this property answer text <p>I have regular discussions with Welsh Ministers on a range of issues, including the UK Internal Market Bill. Discussions between the two governments on the UK Internal Market proposals have taken place at Ministerial, official and special adviser level.</p><p> </p><p>I have also engaged with Welsh businesses and their representative organisations on the Government’s internal market proposals and have heard their broad support at first-hand. This was reflected in the response to the Government’s Internal Market White Paper. star this property answer text <p>The Government published the Frameworks Analysis 2020 on 24 September. It describes 66 policy areas returning from the EU which intersect with the devolution settlement in Wales and can be accessed via the following link:</p><p><a href="https://www.gov.uk/government/publications/frameworks-analysis" target="_blank">https://www.gov.uk/government/publications/frameworks-analysis</a></p><p> </p><p>The Government’s Frameworks Analysis published in April 2019, set out 70 policy areas which intersect with the devolution settlement in Wales. Since then, intergovernmental discussions on the Common Frameworks Programme have considered whether these policy areas should be merged to reflect the way in which frameworks will operate in practice. These changes have been agreed with the Welsh Government and result in 4 fewer policy areas in total. This does not change the total number of powers that will transfer to Welsh Ministers at the end of the Transition Period.</p><p> </p> more like this

star this property answer text <p>The UK Government has regular discussions with Welsh Ministers on preparations for the end of the Transition Period. The main ministerial forum for discussing preparedness is the Joint Ministerial Committee (EU Negotiations) which has met on five occasions this year. Preparedness is also discussed at quadrilateral meetings with Ministers from the Devolved Administrations chaired by my Rt hon Friend, the Paymaster General.</p><p> </p><p>The UK Government has extensive, constant and wide-ranging engagement with the Welsh Government. This includes discussions on our Covid-19 response, and areas of joint work between our governments such as on city and growth deals, as well as preparations for the end of the Transition Period. Discussions are constructive and their frequency will increase further as we approach the end of the year.</p><p> </p> more like this

In doing so it should ensure compliance with domestic law and should not erect barriers to trade by excluding some of the world’s largest companies from bidding for contracts with devolved bodies in Wales.</p><p> </p><p>I have not discussed the implementation of the Procurement Advice Note on public bodies with Welsh Government.</p><p> </p><p> </p> more like this

star this property answer text <p>The UK Government is working with the maritime sector to support decarbonisation at both international and domestic level.</p><p> </p><p>Internationally, the UK has been playing a significant role at the International Maritime Organization (IMO) in the development of short-and medium-term measures alongside other high ambition states and the maritime sector. This work is intended to address emissions and begin decarbonising the sector. The UK is also active in work at IMO on energy efficiency for new ships, and in the development of long-term measures to address emissions.</p><p> </p><p>Domestically, the UK Government has published research exploring the opportunities and challenges arising from decarbonisation, to provide the sector with greater clarity on what is required to achieve decarbonisation. In support of this the Department for Transport has provided £1.5m of grants through Maritime Research and Innovation UK. This grant aims to support clean maritime innovation in the UK with over £240,000 awarded to a Welsh consortium looking into sustainable aquaculture and marine opportunities.</p><p> </p><p>Officials from my department regularly engage with officials in the Department for Transport and the Welsh Government on how we can work together to support the decarbonisation of all sectors in Wales, including the maritime sector.</p><p><strong> </strong></p><p><strong> </strong></p>

I wrote to Cllr Mark Pritchard, Chair of the Mersey Dee Alliance (MDA) on 28 September 2020, and met with him on 6 October 2020, to offer our support for the work that the MDA is doing to bring key partners together to support manufacturing in the region.</p><p> </p><p>We continue to work in collaboration with both the Welsh Government and regional partners to ensure that the UK Government’s £120m funding commitment for the North Wales Growth Deal is delivered as soon as possible.</p><p> </p> more like this

star this property answer text <p>I am in regular contact with Welsh Ministers, including the First Minister of Wales to discuss the UK-wide response to Coronavirus. In the last two weeks this has included a COBR meeting, the Winter Summit and a virtual meeting with the First Minister.</p><p> </p><p>We will continue to work closely with all the devolved administrations to ensure the most effective measures are in place in all parts of the UK. Where there are differences in the approach between Wales and England, it is vital that the rationale is founded on robust evidence and is clearly explained to people on both sides of the border.</p><p> </p><p>This is particularly important in the context of restrictions being imposed by the Welsh Government on travel into Wales by people living in areas of England with a high prevalence of Covid transmission. I have written to the First Minister to seek assurances on how these restrictions will work in practice.</p><p> </p> more like this
