star this property answer text <p>Prior to entering into a DPC arrangement, Ofwat considers the value for money of delivering the project as a DPC and also the impact on customer bills. The impacts on customer bills are unlikely to be known until a procurement for a scheme has been run, when the capital and operational costs of the project will be better understood. Currently the estimates provided through the price review are not mature estimates and are likely to change as the projects develop.</p><p> </p><p>Our initial indication based on pathfinder projects is that there could be savings for customers of between 6% and 40% by delivering a scheme through DPC.</p> more like this

star this property answer text <p>Defra has no current plans to provide additional financial support to local authorities to meet the cost of disposing of fly-tipped waste. We are considering how we can support local authorities to tackle fly-tipping in other ways. Indeed, we are seeking powers in the Crime and Policing Bill to provide statutory enforcement guidance to help local authorities run an effective enforcement service which deters people from dumping waste in our communities. Revenue from fixed penalty notices must also be spent on enforcement or cleaning up fly-tipping.</p><p> </p><p>The majority of funding in the Local Government Finance Settlement is unringfenced recognising that local leaders are best placed to identify local priorities, such as fly-tipping. Funding announced by the Chancellor at the Autumn Budget and through the 2025-26 Local Government Finance Settlement will provide over £5 billion of new funding for local services over and above local council tax.</p> more like this

star this property answer text <p>The Government is monitoring the impact of the death certification reforms which came into legal effect on 9 September 2024. Early data since the introduction of the reforms indicates the median time taken to register a death appeared to have risen by one day, from seven days to eight days prior to Christmas. This figure is for all deaths, as it includes those certified by a doctor and those investigated by a coroner. The average time taken to register increased further over the Christmas weeks, but this was expected given increases are observed during this period every year; the average has subsequently decreased.</p><p>The median time taken to register a death varies depending on the type of certification. Deaths certified by a doctor, that comprise approximately 80% of deaths registered each week, have typically had a median time to registration of seven days, though there can be variation at a local level. It’s important to note that the medical examiner system was active on a non-statutory basis before the introduction of the statutory system on 9 September 2024, and this makes direct ‘before’ and ‘after’ comparisons challenging to draw conclusions from.</p><p>The introduction of medical examiners is in part about making sure deaths are properly described and improving practice, but the impact on the bereaved is also central. The reforms aim to put the bereaved at centre of the process and the medical examiner office must offer a conversation with representatives of the deceased, so they can ask any questions they have about the death or to raise concerns. Ensuring the system is appropriately resourced and works for all those who interact with it is crucial, and something we will continue to monitor with NHS England.</p>

In discharging this function, ATE makes recommendations to improve infrastructure and measures that will support active travel journeys.</p><p> </p><p>Where there are no locally set standards for cycle parking, ATE’s planning team recommends that the standards in Table 11-1 of <em>LTN 1/20: Cycle Infrastructure Design</em> are applied to new dwellings. This seeks the provision of one secure and ideally covered cycle storage space per bedroom.</p><p> </p><p>Criterion 9 of ATE’s planning application assessment toolkit – which helps to gather evidence and assess the active travel merits of new developments – promotes the provision of high-quality facilities including showers, lockers, changing rooms and drying areas for cyclists in non-residential settings.</p><p> </p><p>It is for the relevant local planning authority’s enforcement team to address instances where a developer does not comply with active travel provisions secured through a planning application.</p><p> </p>
