We have made it clear to Turkey that we expect the government to undertake any legal processes or actions against opposition parties, MPs, party officials and elected mayors, as well as human rights defenders and journalists, fairly, transparently and with full respect for the rule of law. Our Embassy meets regularly with the HDP leadership, as it does with other opposition parties, to discuss their concerns, including the arrest of HDP MPs. We will continue to engage closely with Turkey to encourage the full protection of fundamental rights of all peoples, regardless of their legitimate political affiliations, particularly in the areas of freedom of expression and assembly, press freedom and the treatment of detainees. 	answer	answer is ministerial correction date of answer 16/04/2021 answer text <p>Given Long COVID is an emerging condition, the Government cannot comment whether consideration should be given to its addition to the list of conditions classed as a disability under the Equality Act 2020. An individual is defined as disabled under the Equality Act 2010 if they have a physical or mental impairment that has a “substantial” and “long-term” negative effect on their ability to carry out normal daily activities. The Act defines “long-term” as where an impairment has lasted, or is likely to last for at least 12 months, or where the impairment is likely to last for the rest of a person’s life. “Substantial” on the other hand is defined as an impairment that is more than minor or trivial.</p><p> </p><p>COVID-19 is a new disease and therefore it is not yet clear what the physical, psychological and rehabilitation needs will be for those experiencing long-term effects of the virus. It is one of the UK's 30 Human Rights Priority Countries globally. On 1 February 2021, the UK announced new sanctions against four Zimbabwean security sector chiefs for serious human rights violations. We are concerned at the high rates of Gender-Based Violence which have been exacerbated by the COVID-19 response, including reports of harassment by police officers enforcing lockdown laws. In an effort to safeguard women's rights, we spent £3,470,000 in 20/21 to support the work of civil society organisations working to tackle gender-based violence. We are concerned by the unacceptable pattern of arrests of prominent opposition and civil society figures. The Minister for Africa has regularly raised concern about the treatment of political opponents, most recently on 29 March in response to the harassment of opposition members Ms Mamombe, Ms Chimbiri, and Ms Marowa. In the most recent evaluation, conducted by Kantar, analysis showed for every £1 spent on NCS there was a return on investment of £3.49. 	answer	answer is ministerial correction date of answer 15/04/2021 answer text <p>Following Charlie Taylor’s review into the use of pain-inducing techniques the Ministry of Justice responded to all recommendations in June 2020. It remains the case that restraint should only be used where there is no other suitable alternative. In the first instance, the approach should always be to use behaviour management techniques that focus on de-escalation and diversion. In cases where restraint is used, it must always be necessary, proportionate and in accordance with the law.</p><p>To improve the monitoring of these instances, the Youth Custody Service established the independent restraint and behaviour panel in December 2020 as a multi-sector partnership with members providing independent and expert scrutiny on the use of pain-inducing techniques in establishments. The panel who reports to Ministers on a quarterly basis, reviews the use of pain-inducing techniques at a single youth secure establishment each month (rotating the establishment monthly) and then supports the establishment with actions focussed on the reduction of use.</p><p>The Ministry of Justice committed to removing pain-inducing techniques from the Minimising and Managing Physical Restraint (MMPR) syllabus in June 2020. Since then, the Youth Custody Service has been working on developing and implementing training to ensure that the revised syllabus is rolled out later this summer through the training of all staff. The use of pain-inducing techniques will be taught separately, for use as a last resort to prevent serious harm to a child or adult, in line with Recommendation 9.</p><p>Escorts transferring children to and from Secure Training Centre’s, Secure Children Homes and Young Offending Institutions have all received training in the MMPR syllabus which no longer includes training on pain-inducing techniques.
