	answer	answer is ministerial correction date of answer 07/12/2021 answer text <p>As referenced in the Net Zero Strategy, the Government has committed to introducing a Zero Emission Vehicle (ZEV) Mandate, setting targets for a percentage of manufacturers’ new car and van sales to be zero emission each year, from 2024.</p><p> </p><p>The Government is currently analysing responses to the consultation, and will publish a full Government response in due course.</p><p> </p><p>Following publication of the Government’s response to the consultation, we will work to bring forward specific proposals. To disobey these rules is to commit a criminal offence.</p><p> </p><p>Local authorities are responsible for the enforcement and monitoring of this legislation and already have powers to issue fixed penalty notices (FPNs) to drivers leaving engines running unnecessarily. Exhaust emissions contain a range of air pollutants such as carbon monoxide, nitrogen dioxide, and particulate matter. These can affect the air quality of the surrounding environment and the air we breathe.
