The Department has been engaging with the telecare industry to raise awareness of the PSTN migration, and to encourage telecare suppliers to offer digitally compatible telecare equipment. The Department is not currently pursuing legislative routes for prohibiting the sale of telecare devices that are incompatible with Voice over Internet Protocol.</p> more like this

The Government facilitates drug testing services provided that the possession and supply of controlled drugs are licensed by the Home Office Drugs and Firearms Licensing Unit or, exceptionally, relevant exemptions under the Misuse of Drugs Regulations 2001 may apply.</p><p>Ministers are clear that drug testing services must not condone drug use and should only be delivered where licensed and operated responsibly, in line with Government policy to ensure that they discourage drug use and signpost potential users to treatment and support.</p><p> </p> more like this

star this property answer text <p>The Department participated in the fourth session of negotiations on a global plastics treaty in Ottawa. Officials from Defra attended the fourth session of negotiations to develop a global plastics pollution treaty, and I attended the high-level segment hosted by Canada ahead of the start of formal negotiations. The UK’s negotiating mandate covers the relevant policy from across Government departments and we continue to strongly support the active and meaningful participation of stakeholders, including UK businesses, at all stages of the Intergovernmental Negotiating Committee (INC) process. As a founding member of the High Ambition Coalition to End Plastic Pollution, the UK remains committed to securing an ambitious treaty by the end of 2024 that includes measures to address plastic pollution across the full lifecycle of plastic. We continue to work closely with other member states and stakeholders at, and beyond, the fourth session of the INC to advance negotiations and pave the way for a historic agreement.</p>

star this property answer text <p>The implementation and ratification of the Biodiversity beyond National Jurisdiction (BBNJ) Agreement is the subject of active and positive discussions at international meetings, such as the Our Ocean Conference that was held in Greece on 15-17 April, the Commonwealth Ocean Ministers Meeting held in Cyprus on 18-19 April, and the upcoming High Level Ocean Action event in Costa Rica on 7-8 June. The government has also been actively engaging with other interested States and international organisations to exchange current policy thinking on BBNJ Agreement implementation and ratification. The FCDO is funding a project by the Commonwealth Secretariat to provide technical assistance to smaller Commonwealth members. The UK is aware that a substantial number of States are actively working to implement and ratify the BBNJ Agreement and encourage other States. A draft UN General Assembly Resolution (A/78/L.41) to establish a Preparatory Commission for the BBNJ Agreement will be voted on shortly. Once the Preparatory Commission is established it will prepare for the first Conference of the Parties to take place within the first year after entry into force of the Agreement (with entry into force taking place 120 days after the 60th ratification). The UK aims to ratify in time for the UN Ocean Conference in June 2025 and to play an active part in the first Conference of the Parties.</p>

We want to see Israel take greater care to limit its operations to military targets, avoid harming civilians, in particular children, and destroying homes. Challenges lie in ensuring correct and secure storage of AAIs, to ensure that the adrenaline does not deteriorate, and the device remains functional. Cinemas offering food for sale and other food outlets were identified as examples of locations where emergency AAIs might have particular potential to save lives.</p><p>The legislative change will therefore concern AAI supply, to specify or define individuals or organisations with the necessary competence to obtain and store AAIs for use in the event of an anaphylactic emergency. The AAI EWG advised the need for access to AAIs in a broad range of settings such as restaurants, gyms, cinemas, childcare facilities, youth groups, and music festivals. To support such wide-ranging access, the scope of legal supply will need to be linked to a requirement for training, to support safe use.</p><p>An Expert Advisory Group for Allergy was established in 2023, across the Government and clinical organisations, and chaired by the National Allergy Strategy Group and the Department, to recommend further action by the Medicines and Healthcare products Regulatory Agency (MHRA), Department of Health and Social Care, Department for Education, and the National Health Service. The Department of Health and Social Care and the MHRA are currently considering updates to the 2017 guidance, to ensure that any updated clarifications are supported by evidence, and that any open questions are answered.</p>

For adult social care, over the same period, we estimated that 840,000 staff would be trained at Tier 1 level, and 492,000 staff would be trained at Tier 2 level. In addition, over 1.7 million people have already completed the first part of Oliver McGowan Mandatory Training on Learning Disability and Autism, an e-learning package.</p><p>The final stage impact assessment incorporates additional evidence on the number of staff expected to undertake training, which was provided by organisations through the public consultation. The final assessment will be published in due course.</p>

star this property answer text <p>Energy prices have fallen significantly since last winter, and the Q2 2024 price cap has fallen by nearly 60% since Q1 2023 when the price cap peaked.</p><p> </p><p>The Government’s cost-of-living support package between 2022 to 2025 is worth £108 billion, or £3,800 per household on average, one of the largest support packages in Europe.</p><p> </p><p>In addition, the Government continues to provide support through the Warm Home Discount, which provides eligible low-income households with an annual £150 rebate off their energy bill every winter.</p><p> </p><p>Carer’s Allowance is also available to provide a measure of financial support to those not able to work full time due to their caring responsibilities. The rate of Carer’s Allowance is £81.90 a week. In addition to Carer’s Allowance, carers on low incomes can claim income-related benefits, such as Universal Credit and Pension Credit.</p> more like this

star this property answer text <p>The UK’s Online Safety Act will make the UK the safest place to be a child online. The strongest protections in the Online Safety Act are for children. Providers which have age restrictions need to specify in their terms of service what measures they use to prevent underage access and apply these terms consistently The Online Safety Act will require user-to-user and search services to implement robust processes to tackle illegal content and safeguard children on their platforms.</p><p> </p><p>Under the Act, where an in-scope provider makes significant changes to their service, they will be required to update their illegal content and children’s risk assessment. Ofcom will have strong investigatory powers to determine the impact of changes that particular providers make. Where Ofcom finds that a functionality is a risk factor for illegal content or harm to children on particular services, then it is empowered to set out steps providers should take to mitigate this. Ofcom have robust enforcement powers available to use against companies who fail to fulfil their duties, including imposing substantial fines.</p>

star this property answer text <p>We continue to work with international partners to hold Iran accountable for its unacceptable human rights record. At the 55th Human Rights Council session, the UK was on the core group for the Iran human rights resolution, which successfully renewed the mandates of the Special Rapporteur and the Independent Fact-Finding Mission on Iran human rights, enabling continued monitoring of abuses against women and girls and religious and ethnic minorities, as well as freedom of expression. We continue to engage with UK-based and international organisations on human rights, including Iranian diaspora organisations. In October 2023, the former Foreign Secretary and Lord (Tariq) Ahmad of Wimbledon hosted a roundtable with women's rights activists, joining them publicly in calling for an end to impunity and violence. Since October 2022, we have sanctioned 94 individuals or entities for human rights abuses, including senior decision makers responsible for enforcing Iran's mandatory hijab law. We continually assess our human rights sanctions regime, and will make further designations where we have the evidence to do so. We will continue to raise human rights issues with the Iranian Government.</p>

star this property answer text <p>A small number of cyber-attacks against National Health Service hospitals have been made public, but the specific details on the number, nature, and subsectors of NHS organisations that have been victims of a ransomware attack in the last twelve months cannot be released, as it may prejudice the prevention or detection of cyber-attacks against the NHS.</p><p>Our around-the-clock cyber monitoring across over 1.5 million NHS computers allows us to identify that ransomware is the most significant cyber security threat currently facing the health and social care sector. Automated cyber defences and monitoring by NHS England’s Cyber Operations teams continuously deter, prevent, and disrupt attempts to break into the NHS’ IT systems. The NHS implements the Government’s policy of not condoning ransom payment.</p> more like this

star this property answer text <p>The Department for Work and Pensions spends around £30bn a year on housing support for renters in both the private and social rented sectors. Benefit rates and the Local Housing Allowance (LHA) are reviewed annually.</p><p>From April this year the Government is investing £1.2 billion increasing LHA rates to the 30th percentile of local market rents. This significant investment ensures 1.6 million private renters in receipt of Housing Benefit or Universal Credit gain on average, nearly £800 in additional help towards their rental costs in 2024/25.</p><p>LHA provides a reasonable level of housing support towards rental costs in the private rented sector. LHA rates are not intended to cover all rents in all areas.</p><p>The Department works closely with other government departments, stakeholders, jobcentres, and local authorities to understand the impact of its policies.</p><p>For those who face a shortfall in meeting their housing costs and need further support Discretionary Housing Payments (DHPs) are available from local authorities. Since 2011 the Government has provided nearly £1.7 billion in DHP funding to local authorities.</p>
