	answer	answer is ministerial correction date of answer 13/01/2016 answer text <p>There are different types of EU laws, some of which are directly applicable in the UK (regulations), and others which may require domestic implementing measures to give them full effect (such as directives). Sometimes administrative rules or guidelines will be needed in the UK whilst on other occasions legislation may be necessary. Additionally, EU legislation may be new, or it may amend or repeal existing legislation. There is often a delay before an EU law enters into force for instance in order to enable Member States to adopt the necessary domestic implementing measures; different parts of EU laws may enter into force at different times. The information which brings together all these categories of EU measures is not held centrally. However, in July 2011 the Government put in place its Guiding Principles for EU Legislation, which state that the Government will not go beyond the minimum requirements of the measure which is being transposed, save in exceptional circumstances. 	answer	answer is ministerial correction date of answer 11/02/2015 answer text <p>An EU regulation is adopted by a legislative procedure, i.e. by the ordinary legislative procedure or by a special legislative procedure, (see Article 289(3) of the Treaty on the Functioning of the European Union (TFEU)). The legal effect of an EU regulation is that it is directly applicable in the national law of all the Member States and it is binding in its entirety, (see Article 288 TFEU). The Government does not centrally hold information on each EU regulation issued since 1976. 	answer	answer is ministerial correction date of answer 14/07/2014 answer text <p>Article 4 of Regulation 1049/2001 regarding public access to European Parliament, Council and Commission documents sets out exceptions from the duty to provide access. These exceptions include those intended to protect internal deliberative processes where appropriate. For example, Article 4(3) allows documents to be withheld if they relate to a matter where the decision has not been taken by one of the three institutions, if disclosure of the document would seriously undermine the institution's decision-making process, unless there is an overriding public interest in disclosure.</p><p> </p><p>Article 3(4) also allows a document to be withheld if it contains opinions for internal use as part of deliberations and preliminary consultations within one of the three institutions, and if disclosure of the document would seriously undermine the institution's decision-making process, unless there is an overriding public interest in disclosure.</p><p> </p><p>The Freedom of Information Act 2000 also contains exemptions from the duty to release. For example, section 27 allows information to be withheld where its release would, or would be likely to, prejudice international relations. Section 35 allows information to be withheld where it relates to the formulation of government policy. The most recent meeting between the department, civil society and industry representatives was held in February 2015. I have since spoken to representatives from the Publish What You Pay coalition.</p><p> </p><p> </p><p> </p><p>The Government takes extractive transparency very seriously. To support compliance the department has made information available on the gov.uk website. It came into effect with the introduction of the changed system of calculating a Qualified Majority on 1 November 2014.
