unstar this property answer text <p> </p><p>Further Education colleges receive funding in respect of both young people aged 16-19 and adult learners aged 19 and over. We set out government priorities for adult skills provision annually in the Skills Funding Statement<sup><sup>[1]</sup></sup>, with the Department for Education setting out its priorities in a letter to the Sector<sup><sup>[2]</sup></sup>.</p><p> </p><p> </p><p> </p><p>As independent autonomous organisations it is for college governing bodies to ensure value for money by designing an appropriate local offer that employers and learners value and are prepared to invest in.</p><p> </p><p> </p><p> </p><p>In the last Spending Review, the Government looked to protect overall levels of adult Further education (FE) funding. The funding for adult Teaching and Learning in 2014-15 is broadly the same as 2012-13. Over this parliament the Government has undertaken a radical reform programme enabling FE colleges to use their freedoms and flexibilities to provide the high quality skills their learners, local economy and businesses need. unstar this property answer text <p> </p><p>Reports on ward boundaries are not made to the Government. The electoral arrangements of a local authority (number of councillors and the number and boundaries of electoral areas) are matters that are entirely the responsibility of the independent Local Government Boundary Commission for England which itself makes the statutory order, subject to Parliament not objecting to a draft of the proposed order, implementing any new electoral arrangements. Recommendations for changes to administrative (district and county) boundaries are required to be sent to the Secretary of State but the Commission has no such reviews in hand.</p><p> </p> more like this

Under the Apprenticeships, Skills, Children and Learning Act 2009 (ASCL), apprentices are employed under an Apprenticeship Agreement, this ensures they are protected under the Employment Rights Act 1996. Apprentices' pay is covered under the National Minimum Wage regulations and HMRC is responsible for ensuring compliance with these regulations. HMRC provides comprehensive advice and guidance for employees through the Pay and Work Rights Helpline. unstar this property answer text <p>Further to the response provided to Lord Scriven on 25 March 2015, (HL5725) the process of quality assuring the data held on the Home Office's Case Information Database, relating to sexuality based asylum claims is currently being undertaken by Home Office officials.</p><p>As such, the Home Office has not yet reached a point where it can provide an accurate picture of the number of asylum claims based on sexuality and no statistical data on this subject has hitherto been published.</p><p>Information where the detail of the asylum claim basis relates to gender identity issues is not routinely recorded on Home Office databases in a way that can be easily aggregated. No published data exists relating to gender identity based asylum claims.</p> more like this

unstar this property answer text <p>In England and Wales, excluding London, rickshaws (in the form of pedal-powered vehicles for carrying passengers, often also referred to as pedicabs) are regulated as taxis. They are therefore required to meet a local licensing authority’s taxi licensing conditions and any applicable byelaws. Under the different legislation that applies to London, they fall outside the scope of taxi regulation. The police have some limited powers to address inappropriate behaviour such as obstructing footways or driving in a reckless manner. The Government has recently announced its intention to introduce legislation to enable Transport for London to regulate pedicabs in London.</p> more like this

unstar this property answer text <p>My Department has no specific role in relation to council-owned park land. My answer of 29 January 2015, HL4224, outlined the broader legal framework for the disposal of property assets by local authorities. The sale of park land is not something we have encouraged – rather, councils should be disposing of brownfield land and redundant buildings.</p><p> </p><p>The Localism Act 2011 has introduced a Community Right to Bid, and parks and green spaces are good examples of sites that could be nominated as an asset of community value.</p><p> </p><p>This Government has also introduced a new local planning designation for local green spaces. This could be designated by a local planning authority in its Local Plan or by a local neighbourhood through a neighbourhood plan. This could include park land.</p><p> </p><p>Of course, local elections provide a mechanism for decisions and policies of councils to be challenged by local residents.</p><p> </p> more like this
