answer text <p>Funding baselines for local authorities in England are based on an assessment of their relative needs and resources, including deprivation levels and council tax income. Our fair funding review is looking again at how we do this and is working towards implementation in 2020/21.</p><p>A 12 week technical consultation on relative needs was published on 19 December 2017 which sets out the Government’s approach to the fair funding review and seeks views on what factors should be reflected by a new local government funding formula.</p><p>Furthermore, the improved Better Care Fund is allocated in such a way that the overall distribution of adult social care funding, including the council tax precept, will reflect adult social care pressures across the country and relative tax bases.</p> more like this

answer text <p>We announced £100 million to deliver low cost ‘move on’ accommodation for people leaving homelessness hostels and domestic abuse refuges and helping them move towards independent living.</p><p>We are also engaging with the sector to help us shape the detail of the local grant for short-term supported housing. This funding will be ring-fenced so it can only be spent on short-term supported housing and we have committed to it being in place for the long term.</p><p>The short-term accommodation grant will remove rental costs for the tenants at a particularly vulnerable point in their lives, allowing them to seek work safe in the knowledge that their housing costs will be met. It will also help people who can, to move-on with greater choice about where they go without carrying a legacy of rent arrears and debt.</p><p>This Government have made a commitment to release more of its surplus land for housing during the current Parliament.</p><p>The Public Land for Housing annual report published in February 2017 shows that by September 2016 public sector land with capacity for 13,817 homes had been sold.</p><p> </p><p> </p><p> </p><p> </p>

answer text <p>The Government is currently having constructive discussions with local government about how the consultative rights and responsibilities they currently have at European level through the mechanism of the Committee of the Regions might be replicated domestically, in a non-statutory way, for when the UK has left the EU. These discussions involve the Local Government Association, the Convention of Scottish Local Authorities (COSLA), the Northern Ireland Local Government Association (NILGA) and the Welsh Local Government Association (WLGA). answer text <p>Sprinklers can be an effective fire safety measure but they are one of many such measures that can be adopted. It is for building owners to decide whether to fit sprinklers, on the basis of their assessment of the risk. Government advice is clear; for new blocks of flats over 30 metres in height the statutory guidance states that sprinklers should be fitted. For existing buildings it is a decision for the building owner whether to retro-fit sprinklers as part of a whole fire-safety strategy for the building, based on expert advice and taking into account of other fire safety measures present.</p><p> </p> more like this

answer text <p>The £15 million Fair Chance Fund (FCF) was an innovative three year programme designed to improve accommodation, education and employment outcomes for homeless young people aged 18 - 24, who did not have priority need under the homelessness legislation but had a range of support needs which presented barriers to securing and sustaining, accommodation and getting on in life.</p><p>Many of the participants had multiple needs, often resulting in on-going problems and issues. This included a history of family and relationship breakdown, alongside other vulnerabilities. The causes of homelessness can be multiple and complex. Where family and/or relationship breakdown is present, it is often just one part of the wider picture. That is why the FCF key workers in all 7 areas worked intensely with the young people by offering tailored support to meet their needs.</p><p>Two interim evaluations of the FCF were published last year [<a href="https://www.gov.uk/government/publications/fair-chance-fund-evaluation-interim-reports" target="_blank">https://www.gov.uk/government/publications/fair-chance-fund-evaluation-interim-reports</a>], and the final evaluation will be published later this year. Findings are being used to inform future policy work on supporting young people experiencing homelessness and on the use of social investment.</p>

answer text <p>All dwellings in England, including those in the Private Rented Sector, are subject to the overcrowding standards in Part X of the Housing Act 1985. In particular, section 326 provides minimum space standards for bedrooms.</p><p>As part of the reforms to houses in multiple occupation (HMO) licensing, the Government also proposes to make minimum sleeping room standards a mandatory condition of HMO licences.
