The Chancellor’s announcement means a real-terms increase in funding for local government in 2018/19 and 2019/20.</p><p>The Government has increased local councils’ financial flexibility by removing conditions from many grants. Every statutory finance officer within each council must make their own determination whether to act to restrain unaffordable spending if they deem the situation requires it.</p><p>However, the Department constantly reviews the challenges facing the sector and individual authorities. Nor is there any national guidance on the minimum or maximum level of reserves, either as an absolute amount or as a percentage of the budget.
