Before a magistrates’ court commits someone to prison for failure to pay their council tax, it must inquire as to the debtor’s means, and satisfy itself that failure to pay is due to “wilful refusal or culpable neglect”. This is to prevent persons who are genuinely unable to pay their council tax from being committed to prison. Government is looking to promote new developments in low carbon electricity generation; manufacturing and process industries, as well as research and development into innovative technologies aligned with the Industrial Strategy and Clean Growth Strategy. Any proposals for additional funding would need to meet public funding guidelines. On the part of the site owned by SSI-in-liquidation, development is currently constrained because of the charges held by three Thai banks. 	answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>Following the devolution of mayoral development corporation powers to the Tees Valley Combined Authority, and the designation by the Tees Valley Mayor, the Government was required to seek Parliamentary approval to the Order establishing the South Tees Development Corporation. The object of the South Tees Development Corporation is to secure the regeneration of its area, and it may do anything it considers appropriate for these purposes. It is not accountable to the Treasury; it is accountable to the Tees Valley Mayor who decided to establish it. The Mayor is also the Chair of the South Tees Development Corporation and appoints its members. The Mayor is accountable to the Combined Authority and the Tees Valley electorate.</p><p>Any requests made for national public funding by the Tees Valley Combined Authority or the South Tees Development Corporation are assessed by the relevant Department and, where appropriate, Her Majesty’s Treasury in line with the guidelines of ‘Managing Public Money’. As part of its devolution deal the Tees Valley Combined Authority has been given an investment fund of £15m a year for 30 years. The Combined Authority has responsibility for how it will invest these funds within the scope of an agreed assurance framework, which sets out how they will appraise, monitor and evaluate schemes to achieve value for money. Investment decisions made by the Mayor and the Combined Authority are subject to the agreement of the Combined Authority and local scrutiny. An independent panel will assess the impact of investments on economic growth at five yearly Gateway Reviews. 	answer	answer is ministerial correction date of answer 18/12/2018 answer text <p>The Government fully recognises the important role small and medium sized house builders (SME) play in delivering the much needed housing in this country, including contributing to social and affordable housing. Our priorities are to boost housing supply and to build more affordable homes, supporting the different needs of a wide range of people and built by a range developers, including SMEs. This is done through over £9 billion Affordable Homes Programme to March 2022 which will deliver 250,000 new affordable homes of a wide range of tenures, including social rent. Since 2010, we have delivered over 407,000 new affordable homes, including over 293,000 affordable homes for rent.</p><p>SMEs also contribute towards the production of affordable housing, including social housing through section 106 agreements with local authorities. The national policy on developer contributions from small sites seeks to strike a balance between increasing self-build and small-scale housing development, while recognising the role of section 106 in helping to provide affordable housing.
