answer text <p><strong> </strong></p><p>Fares revenue is crucial to funding day-to-day railway operations and the massive upgrade programme we are delivering. However, I recognise concerns passengers have about impacts of fares on household budgets, which is why for the first time in a decade average regulated rail fares have been capped at inflation for 2014.</p><p> </p><p>No decision has yet been taken on rail fares for 2015 onwards.</p><p> </p><p> </p> more like this

answer text <p> </p><p>The Government is taking action to support hardworking families by lowering the cost of travelling to workplaces and schools. The cost of regulated rail fares for 2015 will be capped at inflation, removing the previously planned increase of rail fares of RPI plus 1%. Furthermore, for 2015, train operating companies will no longer be able to increase individual fares by up to 2% more than the permitted increase.</p><p> </p><p>The Government has therefore protected passengers by taking 3% off the maximum increase for a regulated fare. Over a quarter of million season ticket holders will benefit from this move – saving on average £75 for 2014 and 2015.</p> more like this

That is why we have capped regulated fares at the level of the Retail Price Index (RPI) for two years running, and will continue to do so for the life of this parliament. It is also why over the past two years we have reduced the level of non-cumulative ‘flex’, by which operators could in each year increase individual regulated fares above the permitted average, from the 5% introduced by Labour to 2% in 2014 and 0% in 2015, and will continue this 0% policy to stop operators increasing individual fares above the now permitted average level of RPI for the life of this parliament. The fares rise for January 2016 will be based on July 2015’s RPI. The cost to the Government of capping regulated rail fares at RPI+0% for the next five years is estimated to be around £700m (in nominal prices).</p> more like this

answer text <p>Our plans for simplifying regulated fares within the fares baskets for the Northern Invitation To Tender do not depend solely on bidders' use of the flex mechanism. Whilst the flex mechanism provides one means for train operators to rebalance fares over time to remove the sharp jumps and anomalies that currently occur, fares simplification can nonetheless take place within the Northern franchise without the use of the flex. We expect to work with the future Northern franchisee to explore which approaches would be most appropriate to phase out these anomalies over the long-term.</p><p> </p> more like this
