answer text <p>The Coalition Government conducted a review of fares and ticketing and its Rail Fares and Ticketing: Next Steps document was published in October 2013. In 2016, the Department, Rail Delivery Group, Which?, and Transport Focus worked together to identify actions to improve fares and ticketing for passengers, culminating in the publication of the Action Plan for information on Rail Fares and Ticketing. This resulted in more than 200,000 instances of confusing language and abbreviations being removed from tickets.</p> more like this

answer text <p>The Williams Review is considering how to enable a railway that is able to offer good value fares for passengers, while keeping costs down for taxpayers. The Rail Delivery Group recently published its Easier Fares for All proposals which are a welcome contribution to the Review. The Department is committed to work with the industry to consider how to refresh and update regulations to reflect changing travel patterns, and to understand how their proposals might work and be tested in the real world.</p> more like this

answer text <p>We understand the concerns many people have about fares and the effect these can have on their budgets, which is why we have ensured that regulated rail fares could rise by no more than inflation for the last six years. In addition, at the start of this year the new Millennial railcard went on sale, allowing young people to save money on their travel. We have also set out plans for a brand new railcard extending half-price child rail fares to 16 and 17-year-olds, which will be launched shortly.</p><p>All decisions in relation to regulated rail fares are made in line with the Department’s appraisal framework webTAG, which considers the environmental impacts of changes in rail travel patterns.</p> more like this

answer text <p>The public consultation that ran between February 2019 and May 2019 looked at the options as to how a PAYG scheme might work, the extent of such an area and how fares could change to complement PAYG. We are currently investigating the details of how best to deliver a PAYG scheme. We also want to consider wider developments in Government such as the Williams Rail Review to deliver a more consistent PAYG scheme that is flexible and convenient for passengers as well as providing good value for taxpayers’ money. Through the Northern franchise competition we have merged the previously separate fares areas and are asking bidders to propose plans to simplify fares structures. answer text <p>Our plans for simplifying regulated fares within the fares baskets for the Northern Invitation To Tender do not depend solely on bidders' use of the flex mechanism. Whilst the flex mechanism provides one means for train operators to rebalance fares over time to remove the sharp jumps and anomalies that currently occur, fares simplification can nonetheless take place within the Northern franchise without the use of the flex. We expect to work with the future Northern franchisee to explore which approaches would be most appropriate to phase out these anomalies over the long-term.</p><p> </p> more like this

answer text <p>We have indicated our intention to review rail ticketing, removing complexity and perverse pricing. We also continue to challenge the rail industry to develop proposals for pricing and delivering more flexible ticketing options for those who work or commute part-time. Progress has been made on delivery of more flexible tickets. c2c have a Flexi-Season on a smart card. Arriva Trains Wales have introduced a Mobile Multi-Flex product for customers in Cardiff and the surrounding areas. In addition both the recently announced South Western and West Midlands franchises include the announcement of a new flexible season ticket which will benefit people working fewer than 5 days a week. We will continue to include these provisions in all future ITTs going forward.</p> more like this
