answer	answer is ministerial correction date of answer 14/03/2017 answer text <p>Local authorities already have the powers to issue fixed penalty notices of £20 to drivers who allow their vehicle engines to run unnecessarily while the vehicle is stationary, using powers under the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002, and are able to use signage to discourage idling. Local authorities can also voluntarily introduce Clean Air Zones should they wish to do so using their powers under the Transport Act 2000. answer	answer is ministerial correction date of answer 03/05/2018 answer text <p>In July 2017, the Government published the UK Plan for tackling roadside nitrogen dioxide concentrations and announced a £255 million Implementation Fund for 28 local councils to accelerate their air quality plans in order to achieve compliance with legal NO<sub>2</sub> limits as soon as possible. The UK government is committed to taking action on emissions testing. We see real world testing as the ultimate solution and a vital step in tackling air pollution. We have committed £2 billion since 2011 to increase the uptake of ultra-low emission vehicles and green transport initiatives and to support Local Authorities to take action. This has included investment in cycling schemes and low emission buses. We will publish revised air quality plans for nitrogen dioxide (NO<sub>2</sub>) by the end of this year. This advised MEPs to oppose an amendment which included the introduction of spot checks on vehicle emissions under real operating conditions, because the aim of the amendment and how it related to existing regimes was unclear.
