answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>Since April 2016, Arts Council England (ACE) has invested more than £85,470,000 in theatre in the Midlands, including regular funding to their National Portfolio Organisations, National Lottery Grants for the Arts and Project Grants and Strategic funding. From the Royal Shakespeare Company in Stratford, to the National Student Drama Festival in Leicester, ACE support a diverse range of work which has international appeal, is accessible to audiences of all ages and backgrounds, and plays a key role as part of England’s vibrant arts and cultural ecology.</p><p> </p><p>Between June 2016 and March 2018, Arts Council invested £2,737,902 in Strategic Touring in the Midlands region. This programme funded touring work focusing specifically on areas of low engagement with the arts and those that rely on touring for much of their arts provision. answer	answer is ministerial correction date of answer 22/11/2018 answer text <p>Government’s Sporting Future strategy set out how important it is for all children to have a good experience of sport and physical activity while they are young.</p><p> </p><p>Sport England supports children and young people in England by ensuring there is a good sports and activity offer before and after the school day. Sport England has committed up to £194 million of investment into children and young people over the next four years, which includes the Families Fund: up to £40 million invested in projects that offer new opportunities for families with children to be active together. Sport England will also provide specialist training to at least two teachers in every secondary school in England by 2020, and will invest £28m into Satellite Clubs between 2017-2021.</p><p> </p><p>DCMS are working closely with the Department for Education and the Department of Health and Social Care on a new School Sport and Activity Action plan, which will be published in Spring 2019. answer	answer is ministerial correction date of answer 30/11/2018 answer text <p>According to the Health Survey for England, in 2015 22% of children (23% of boys and 20% of girls) aged 5-15 met the physical activity guidelines of being at least moderately active for at least 60 minutes every day. This is higher than in 2012, when 21% of boys and 16% of girls met the guidelines. However this excludes school-based activities and active travel. This survey launched in schools in September 2017 and will measure in much more detail how children and young people engage in sport and physical activity, and how many are meeting the Chief Medical Officer's guidelines, both in and out of school. The need to broaden access was highlighted in the 2018 Creative Industries sector deal.</p><p>Amongst other measures, we are providing £2 million seed funding for an industry-led Creative Careers Programme over the next 4 years to improve the supply of talent and open up opportunities to a broader audience.</p><p>Additionally, the British Film Institute (BFI) leads on a number of initiatives to encourage people from all backgrounds to pursue careers in the screen sector, from the BFI diversity standards to the BFI Film Academy. We will also continue to work with industry through the joint government-industry Creative Industry Council to open up employment opportunities in the sector. answer	answer is ministerial correction date of answer 04/02/2019 answer text <p>We are committed to helping elderly people acquire basic digital skills as part of our broader strategy to reduce digital exclusion. The Government’s Digital Strategy, published in March last 2017, sets out the Government’s approach to tackling digital exclusion. It recognises that for the UK to be a world-leading digital economy that works for everyone, it is crucial that everyone has the digital skills they need to fully participate in society.</p><p> </p><p>In September 2018 DCMS launched a £400,000 Innovation Fund to tackle the digital exclusion of older and disabled people. Three pilot projects will address the digital exclusion of these groups with a view to replicating and scaling successful interventions in future.</p><p> </p><p>DCMS are also supporting the development of Local Digital Skills Partnerships to encourage collaboration between key regional stakeholders to design and deliver innovative digital skills provision locally. Working closely with regional LEPs and Combined Authorities, three regions - Lancashire, Heart of the South West and the West Midlands have already launched with a further three regions - South East, Cheshire and Warrington and Cornwall and the Isles of Scilly coming on stream over the coming months.</p><p> </p><p>On 18th September 2018, we published plans to improve adult basic digital skills.</p><p>We will introduce an entitlement to full funding for basic digital courses from 2020, similar to the entitlements already in place for maths and English. This will provide adults of any age the opportunity to undertake improved qualifications based on new national standards free of charge.</p><p> </p><p>We understand that it is sometimes difficult for elderly people to access services digitally. Through around 3000 libraries across England we provide a trusted network of accessible locations with trained staff and volunteers, free Wi-Fi, computers, and other technology as well as Assisted Digital access to a wide range of digital public services where individuals are unable to access these services independently. There are numerous library device loan schemes across the country, many of which have a high take-up by older people.</p><p> </p><p>Government is also tackling digital exclusion via the ‘Future Digital Inclusion’ programme funded by DfE, managed by the Good Things Foundation and delivered through the 5,000 strong national Online Centres network based out of libraries and other community spaces. There is provision across the East Midlands. To date, this programme has supported 1 million adult learners to develop their basic digital skills, many adults aged over 65 have benefited from “Future Digital Inclusion” programme (approx. 170,000). Further, the NHS Digital ‘Widening Digital Participation’ programme develops projects that enable people in England to improve their digital health skills and to increase their access to digital services and tools that support their health and care. This includes improving and expanding social prescribing and a new campaign on social wellbeing.</p><p> </p><p>Successful applicants to the £11.5m Building Connections Fund were announced in December with seven in the East Midlands area, providing up to £1.5m funding to connect individuals and communities better. These included The (Re:)Generation Factory, delivering befriending services to older residents in Bilborough, Greater Nottingham; and Campus Community Hub, which brings young and older people from the local community together at a YMCA café and allotment site in Derbyshire. answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>In the Autumn Budget 2017 we announced investment of £21 million to expand Tech City UK into a nationwide network – Tech Nation – aimed at accelerating the growth of the digital tech sector across the country. The funding will help Tech Nation support 40,000 entrepreneurs and up to 4,000 start-ups as they scale their businesses across the UK. This includes Birmingham, with Tech Nation highlighting that digital tech turnover for the Midlands came in at £7.7billion in 2017.</p><p> </p><p>DCMS investments in the wider business environment are creating and developing the conditions for digital businesses in the Midlands to start and grow. In September 2018, the Government announced the West Midlands Combined Authority (WMCA) as the lead partner of the Urban Connected Communities (UCC) Project. This initiative will see the development of a large-scale 5G pilot across the region, with hubs in cities such as Birmingham, Coventry and Wolverhampton.</p><p> </p><p>The UCC project will design wireless infrastructure to deliver high quality connectivity and allow new 5G applications to be trialled in a number of sectors; allow industry to test different deployment models for 5G infrastructure and help inform the development of policy and regulation to support 5G deployment. Up to £50 million is currently available for the UCC, including £25 million of DCMS funding.</p><p> </p><p>DCMS are supporting the West Midlands Digital Skills Partnership which was launched in December last year. Bringing together some key regional stakeholders, supported by industry partners and Government, the West Midlands are exploring innovative ways in which to improve the talent pipeline in the region.</p><p> </p><p>Government further recognises that supporting digital businesses in the Midlands requires us to encourage innovation and adoption of digital tech in other sectors. The emerging West Midlands Industrial Strategy identifies exciting opportunities around data-driven health diagnostics, which will provide opportunities to test and commercialise new technologies, among wider opportunities for industrial digitisation applicable to local economic strengths. Government supports this growth via tax credits, regional development programmes, relocation of Arms Length Bodies associated with the sector, rebasing of public sector broadcasters and putting ‘place’ at the heart of the Industrial Strategy. The department does not collect data on creative industries investment on a region-by-region basis.</p><p> </p><p>DCMS funds Arms Length Bodies, which invest in arts and culture on a regional basis. These interventions support future skills and talent that go on to work in the Creative Industries. According to Arts Council England and British Film Institute data, the East Midlands have received grant-in-aid and lottery support of more than £127m since 2016. The East Midlands have also benefited from UK-wide programmes operated by these bodies.</p><p> </p><p>Employing over 100,000 people, the East Midlands Creative Industries contributed £2.5bn to the UK economy in 2017. This was an increase of 9% since the previous year and represented faster growth than the wider national economy.</p><p> </p><p>As part of the Audience of the Future immersive programme, a sector deal commitment, £4m was awarded to WEAVR – a virtual reality consortium which will work with leading academics and innovators across immersive technologies. We have also cut the rate of VAT applied on most tourism and hospitality-related activities, including admission to circuses and fairs, from 20% to 5% until March 2021. Travelling fairgrounds can also apply to the £1.57 billion Culture Recovery Fund.</p><p>We recognise that Covid-19 has significantly impacted the culture sector and that these are extremely difficult times for organisations such as travelling funfairs. On 31 December 2020, following consultation, Ofcom implemented changes to the Broadcasting Code to update its definition of hate speech to reflect requirements in the revised Audiovisual Media Services Directive.</p><p><strong> </strong></p><p>Ofcom remains bound by the Human Rights Act 1998 in carrying out its regulatory functions, including giving effect to freedom of expression (which includes political speech). In Scotland, the power to institute criminal proceedings rests solely with the Crown Office and Procurator Fiscal Service (COPFS). answer	answer is ministerial correction date of answer 07/09/2021 answer text <p>Events at UEFA EURO 2020 this summer demonstrated the immense value of access to Automated External Defibrillators (AEDs) and first aid training for anyone involved in sport. Sports have a responsibility to make the safety and welfare of players their top priority, including through access to life-saving first aid equipment and relevant training and education.</p><p><strong> </strong></p><p>AEDs are already recommended best practice at all sports stadia, as set out in guidance from the Sports Grounds Safety Authority. Local authorities are able to mandate AED provision (at grounds designated under the Safety of Sports Grounds 1975 Act or sports grounds with regulated stands under the Fire Safety and Safety of Places of Sport Act 1987 Act) through medical plans included in General Safety Certificates.</p><p><strong> </strong></p><p>At the grassroots level, all capital funding awards for sports venues made by Sport England, the Government’s arm’s length body for community sport, must include AED provision if it is not already available. For football facilities, support over recent years has been provided by The Football Association (The FA) and the British Heart Foundation to help ensure AEDs are available. In June 2021 I welcomed the Premier League’s announcement of their new Defibrillator Fund, which will fund AEDs at thousands of football clubs and facilities across the country. Each grant recipient will be required to have at least one person successfully complete The FA Education Sudden Cardiac Arrest free online course. Buildings that have been left derelict for long periods of time may still meet the statutory criteria for listing. Delisting just in circumstances where a building has been left to disrepair would not be appropriate.</p><p>Local Authorities have powers to take action where a designated heritage asset has deteriorated to the extent that its preservation may be at risk. This includes undertaking urgent works and recovering those costs, as well as compulsory acquisition, including provisions for minimum compensation where an owner has deliberately allowed a building to fall into disrepair in order to justify its demolition and secure permission for redevelopment of the site. This will set out legislation to be brought forward that tackles a range of both legal and illegal harms, from cyberbullying to online child sexual exploitation. The Government will continue to collaborate closely with industry on this work, to ensure it builds on progress already made.</p><p> </p><p>As the Prime Minister said in her speech at Davos on 25 January, we are looking at the legal liability that social media companies have for the illegal content shared on their sites. As part of their remit, they manage the £40m Discover England Fund which supports the development of bookable tourism products across England, including the Make Great Memories in England’s National Parks and the Telling the Stories of England projects.</p><p> </p><p>There are several promotional campaigns which VisitBritain and VisitEngland manage, including the international I Travel For, and the domestic Join the World campaign. answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>VisitBritain and VisitEngland are responsible for promoting the UK as a tourist destination, through a range of different initiatives and campaigns.</p><p> </p><p>VisitEngland are also in charge of the £40m Discover England Fund which creates innovative, bookable tourism products throughout England which are aimed at specific international markets. answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>The government's sport strategy, Sporting Future, makes clear the importance of providing and maintaining sports facilities for the whole community to use.</p><p> </p><p>Since 2016, the government -via Sport England- has invested £34.5 million in facilities and projects in the East Midlands.
