	answer	answer is ministerial correction date of answer 12/10/2020 answer text <p>We appreciate the important role that the music industry plays in the UK’s economy, and that the Covid-19 pandemic presents a significant challenge to the sector.</p><p>The Chancellor has announced the Winter Economy Plan to protect jobs and support businesses over the coming months, once the existing Self-Employment Income Support Scheme and Coronavirus Job Retention Scheme come to end. From November, the Jobs Support Scheme will provide further support to returning workers, while the extended Self-Employed Income Support Scheme will aid the self-employed who are currently actively trading but are facing reduced demand.</p><p>We are also offering businesses who face a drop in demand for their services and possible cash flow issues generous terms for the repayment of deferred taxes and government-backed loans. We will give all businesses that borrowed under the Bounce Back Loan Scheme the option to repay their loan over a period of up to ten years. This will reduce their average monthly repayments on the loan by almost half. We also intend to allow CBILS lenders to extend the term of a loan up to ten years, providing additional flexibility for UK-based SMEs who may otherwise be unable to repay their loans.</p><p>In addition, the Secretary of State announced an unprecedented £1.57 billion support package for the cultural sector which will benefit the live music sector by providing support to music venues and many other cultural organisations to stay open and continue operating.</p><p>£3.36 million was shared among 136 venues across England who applied for the Emergency Grassroot Music Venues Fund, as part of this support package. Since the outbreak of COVID-19, the government has made available short and longer-term support packages to all charities and businesses, including deferring their VAT bills, paying no business rates for their shops next year, and furloughing staff where possible. The Department for Health and Social Care provided financial support to the Race Equality Foundation and Alzheimer’s Society to provide additional services to people with dementia during the COVID-19 pandemic. The money is part of a UK-wide £750 million package of support for the voluntary sector announced by the Chancellor of the Exchequer in April.</p><p>The Government’s unprecedented £750 million package of support has been made available specifically for charities, social enterprises and the voluntary during the Covid-19 pandemic. DCMS has engaged with the sector extensively throughout negotiations and since the announcement of the Trade and Cooperation Agreement to understand the diverse circumstances of companies, organisations and individual practitioners and how they may need to adapt as they plan activity across the European Union.</p><p><strong> </strong></p><p>Going forward we will continue to work closely with the sector, including with representative organisations, to ensure businesses and individuals have the advice and guidance they need to meet new requirements. Touring artists should always check individual member state requirements as these differ across different countries. In some cases, visas and work permits may not be required.</p><p><strong> </strong></p><p>We know that while leaving the EU will bring changes and new processes to touring and working in the EU, it will also bring new opportunities. This was due to exiting the EU and the UK no longer being bound by the EU VAT Directive to charge 5% tax on all sanitary products. The final competition round for funding took place in 2021 with all successful applicants announced on <a href="https://www.gov.uk/government/news/14-charities-to-receive-tampon-tax-funding" target="_blank">gov.uk</a> on Tuesday 16th November.</p><p>As is set out in organisations’ grant agreements (and originally within guidance to applicants) funding is delivered for projects over a set period of time, and projects are designed on this basis. Applicants were asked to outline the long-term sustainability of project activities, demonstrating that the impact of the project will last beyond Tampon Tax funding. 	answer	answer is ministerial correction date of answer 25/07/2022 answer text <p>DCMS regularly engages with industry, regulators and other government departments on the issue of nuisance communications, including unsolicited marketing communications.</p><p>Services which charge consumers for receiving text messages (premium SMS) are regulated by the Phone-paid Services Authority (PSA). In 2019, the PSA took enforcement action against companies for misleading and charging consumers for services without their consent, and introduced new rules to require a two-stage approval process before taking out a new subscription service. The PSA also extended these requirements to one-off purchases in their <a href="https://psauthority.org.uk/-/media/Files/PSA/00NEW-website/For-business/Code-guidance-and-compliance/Code-of-Practice/PSA_Code_of_Practice_15th_18-05-2022.ashx" target="_blank">2021 Code of Practice.</a></p><p>Under the Privacy and Electronic Communications Regulations 2003 (PECR), organisations must not send unauthorised marketing text messages to individuals without their prior consent, and consumers must be able to opt-out of future messaging, free of charge except for the cost of the initial transmission of refusal.</p><p>If consumers are concerned about receiving unauthorised marketing texts, they can report these to the <a href="https://ico.org.uk/make-a-complaint/nuisance-calls-and-messages/" target="_blank">Information Commissioner’s Office</a>. That’s why we made sure that people could exercise at least once a day even during the height of lockdown - and why we opened up grassroots sport and leisure facilities as soon as it was safe to do so.</p><p> </p><p>Nobody wanted to be in the position of having to introduce further National Restrictions. However as the Prime Minister said, with the virus spreading faster than expected we cannot allow our health system to be overwhelmed. Therefore, from Thursday 5 November until Wednesday 2 December indoor and outdoor leisure will need to close. The National Restrictions are designed to get the R rate under control through limiting social contact and reducing transmissions.</p><p><strong> </strong></p><p>In order for these measures to have the greatest impact, we will all need to sacrifice doing some things that we would otherwise like to do, for a short period of time. We have not introduced further exemptions because when you unpick at one activity the effectiveness of the whole package is compromised. Currently 95.5% of the constituency of Windsor have access to Superfast broadband, which is only slightly below the UK average of 96.7%.</p><p>An Openreach Superfast contract has been completed to increase the provision of full-fibre broadband to residents and businesses in Windsor. A Gigaclear contract is also in progress and moving forwards, having previously been held up by a wayleave for Windsor Great Park.</p><p>Windsor constituents have made use of the national Gigabit Broadband Voucher Scheme too, having applied for 52 vouchers worth more than £102k. Up to £210 million is available through the new UK Gigabit Voucher, launched on 8 April for any eligible homes or businesses.</p><p>Following the launch of Project Gigabit in March, the government will begin the roll out of gigabit-capable broadband to hard-to-reach places in the UK. East Berkshire is part of Lot 26 in phase 2 and Building Digital UK will begin a rolling Open Market Review (OMR) process from June 2021 to give us a national view of commercial build plans for the following three years.</p><p>Telecoms providers will be asked to provide existing and planned coverage at an individual premise level and we will use this information, following appropriate due diligence, to create a complete picture of forecast gigabit-capable infrastructure coverage for the UK. The OMR process will validate and update existing maps to account for any amendments to existing coverage and/or plans for broadband infrastructure.</p><p>The OMR will be followed by a Public Review to ensure that the views of anyone involved in network building are captured and considered. It enables companies to gain new insights on consumer trends and preferences, improve productivity, and develop innovative new products and services.</p><p> </p><p>Figures are not currently available on the estimated contribution of big data to GDP this financial year, but industry research published by the Centre for Economics and Business Research (CEBR) in February 2016 estimates that between 2015 and 2020 the total benefit to the UK economy of big data analytics will amount to £241 billion, or £40 billion on average per year. 	answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>In April 2017, the Government implemented reforms to the Horserace Betting Levy which made it a requirement for offshore operators to pay the Levy for the first time.</p><p> </p><p>The Horserace Betting Levy Board, which collects the Levy, estimates that the reformed Levy will generate c.£85m in 2017/18. This would represent an increase of c.£20m compared to receipts from bookmakers in 2016/17 under the old system. The actual Levy yield for 2017/18 will only be known after the end of the financial year. 	answer	answer is ministerial correction date of answer 06/03/2018 answer text <p>We are committed to tackling digital exclusion and the UK Digital Strategy, published in March 2017, describes the steps we are taking across government.</p><p> </p><p>These include establishing the Digital Skills Partnership which brings together stakeholders from the private, public and charity sectors to join efforts to help people increase their digital skills at all levels. It will also build upon the 4 million pledges of free digital skills training opportunities that our corporate partners pledged as part of the Digital Strategy of which more than 2 million have already been delivered; introducing fully-funded basic digital skills training for adults lacking these vital skills from 2020. Adults will have the opportunity to take improved basic digital courses based on new national standards setting out the basic digital skills needed to participate effectively in the labour market and day–to-day life. We will consult on these new standards in the autumn; using the 3000 libraries across England to provide a trusted network of accessible locations with trained staff and volunteers, free Wi-Fi, computers, and other technology as well as Assisted Digital access to a wide range of digital public services where individuals are unable for whatever reason to access these services independently.</p><p> </p><p>These initiatives will build on the significant investment Government already makes in basic digital skills training through the Adult Education offer, the budget for which is being devolved to ensure decisions on skills provision are made at a local level. Government also funds the Future Digital Inclusion programme managed by the Good Things Foundation and delivered through the 5,000 strong Online Centres network. The £750 million package of grants announced by the Chancellor on 8 April is a substantial package of targeted support for charities and their staff working on the frontline of responding to Coronavirus. Charity workers can also make use of other measures announced by the Chancellor including the Coronavirus Job Retention Scheme.</p><p><strong> </strong></p><p>The Government funding will be allocated based on evidence of service need. No allocations of government funds have been made yet but departments are working at pace to identify priority recipients. DCMS has also worked closely with its arm’s-length bodies to deliver tailored support packages at speed, including the £160m Emergency Funding Package announced by Arts Council England, made possible by Government funding.</p><p><strong> </strong></p><p>In 2018-19, £78 million of theatre tax relief was paid out relating to 3,380 productions, of which 950 were touring and 2,430 were non-touring. Since Theatre tax relief was introduced in September 2014, £208 million has been paid out relating to 8,395 productions. We have worked in coordination with international partners to ensure that relevant licences from other jurisdictions have also been issued.</p><p>The Club has now transferred ownership to the Boehly-Clearlake consortium. This means that the Club is no longer subject to sanctions.The proceeds are being held in a frozen account and any onward transfer requires a further Government licence to enable that to happen. Abramovich cannot access those funds without a Government licence.</p><p>Abramovich has made a number of public statements regarding his intention to transfer the proceeds to the victims of the war in Ukraine. We have agreed a Deed of Undertaking in which he commits the proceeds to a charity in a jurisdiction agreed by the Government for the purposes of helping victims of the war in Ukraine. That is why we have strengthened the law on ticketing information requirements and introduced a criminal offence of using automated software to buy more tickets online than allowed. Ticketing sites can help fans buy and resell tickets, but they must comply with the law and should never be used as a platform for breaking it.</p><p>Enforcement agencies such as the Competition and Markets Authority, National Trading Standards and the advertising industry's own regulator, the Advertising Standards Authority, have a track record of investigating breaches of consumer law and improving transparency in the ticketing market, and are prepared to go after those who flout the law or abuse the ticketing market. The recent conviction of ticket touts for the unlawful mass reselling of Ed Sheeran tickets at inflated prices and obtained by fraudulent means, is just one example.</p><p>We do not believe that price capping is an appropriate solution at this time, as experience in other markets has shown that it would not be an effective tool to address the problem at hand, and would present significant practical challenges in implementation and enforcement. MNOs will lead the rollout 5G in the UK and it is for them to to confirm the details of the steps they plan to take to upgrade their network infrastructure.</p><p> </p><p>The Government is setting the policy and regulatory environment needed to ensure the right conditions for investment in the development of 5G networks.
