This downward trend and the impact it has on peoples’ economic and social wellbeing highlights the need to strengthen international efforts to tackle biodiversity loss.</p><p> </p><p> </p><p> </p><p>The Government is committed to being the first generation to leave our environment in a better state than we found it. We are already working worldwide, including in the tropics, to tackle biodiversity loss, by:</p><p> </p><p> </p><p> </p><ul><li><p>Investing more than £36 million between 2014 and 2021 to tackle the illegal wildlife trade, and hosting the fourth international Illegal Wildlife Trade conference last month in London. The conference represented a significant step forward in the global fight to eliminate this trade;</p></li><li><p>Committing £210 million of Defra’s International Climate Finance to support projects that aim to protect and restore more than 500,000 hectares of the world’s most biodiverse forests. For example, we are supporting communities in Madagascar to protect mangrove forests, which are important habitats for the protection of many species, some of which are found nowhere else on earth;</p></li><li><p>Ambitious plans under the Government’s 25 Year Environment Plan to reverse the decline of many species and help wildlife survive and thrive. We are committed to protecting the oceans, and have called for at least 30 per cent of the oceans to be in Marine Protected Areas by 2030. The Minister for Africa, Harriett Baldwin, met with Foreign Minister She Okitundu in September and encouraged the DRC Government to ensure elections go ahead. The Foreign Secretary, Jeremy Hunt, also met with Okitundu last month and highlighted the importance of allowing international election observers, in order to build transparency and trust in the electoral process. Since 2015, the UK has spent £6.8 million on increasing accountability and transparency around the elections. We have provided funding for national observation through the Justice and Peace Committee. The UK has funded a Westminster Foundation for Democracy (WFD) report into the Electronic Voting Machines and the WFD provided a list of recommendations to CENI. In that period, the average time between the decision the child should be placed for adoption and the child being matched to adopters was eight months. The Minister for Asia and the Pacific raised discrimination against religious minorities with the Ministry of Human Rights during his visit to Pakistan in November 2017. I discussed the treatment of minority religious communities with Pakistan's Human Rights Minister, Dr Shireen Mazari, in September 2018.</p><p>We will continue to press the new Government of Pakistan to adhere to its international obligations and uphold the rule of law.</p><p>Due to the sensitivity of Asia Bibi's situation it would be inappropriate to comment in detail. Government advice is that we should eat on average no more than 70 grams of red meat a day due to the increased risk of bowel cancer. It also recommends eating two portions of fish a week, one of which should be oily, as oily fish provide long chain omega-3 fatty acids, which may help to prevent heart disease.</p><p>Dietary recommendations for meat and fish consumption are published in the national food model, the <em>Eatwell Guide</em> and its supporting messages. The <em>Eatwell Guide</em> provides visual representation on national guidance of how a balanced diet looks. A copy of the <em>Eatwell Guide</em> is attached.</p><p>Supporting documentation includes the <em>Government Dietary Recommendations: Government recommendations for energy and nutrients for males and females aged 1-18 years and 19+ years</em>, which outlines the breakdown of calorie, vitamin and mineral intake for different age groups. Natural England manages in whole or in part 143 NNRs, with a total area of approximately 65,000 hectares. Of these, Natural England owns about 20,000 hectares, leases about 30,000 hectares, and manages about 15,000 hectares under Nature Reserve Agreements. The remainder are managed by 53 'Approved Bodies' (organisations approved by Natural England to manage NNRs under Section 35 Wildlife and Countryside Act 1981). Almost all NNRs are Sites of Special Scientific Interest (SSSIs) (over 99% by area) and 84% is designated as Special Areas of Conservation (SAC), Special Protection Areas (SPA), or both.</p><p> </p><p>Defra does not hold information on individual land ownership outside the government estate, although many environmental non-government organisations are open about the size of their land holdings. The Government recognises the need for major international organisations to carry out humanitarian and reconstruction work on the ground in Gaza. Medical staff should co-ordinate their entry to and exit from Gaza with those organisations. Israeli restrictions severely restrict the movement of medical professionals and patients in Gaza, hampering the provision of quality health services, as well as the pursuit of studies, continuing education and specialized training for medical professionals. Our Embassy in Israel regularly raises the matter of medical permits with the Israeli authorities.</p><p>We regularly raise issues relating to medical facilities and personnel with the Israeli authorities. We have stressed the need for safe and unimpeded passage for medical personnel. In particular we raise our concerns about medical facilities in Gaza, and medical permits, with the office for the Coordination of Government Activities in the Territories (COGAT). Our Ambassador to Israel discussed Gaza with COGAT on 17 September. Local commissioners are best placed to assess the needs of the local population and which areas may need strengthening. Clinical commissioning groups must ensure that they secure health services to meet the needs of disabled children to a reasonable extent.</p><p>Children’s social care is the responsibility of the Department for Education. All disabled children are regarded as children ‘in need’ under the Children Act 1989 and may receive social care from the local authority. In doing this, they are guided by, among other things, the National Risk Assessment (NRA) which covers the range of risks that could cause a civil emergency in the UK, and provides a list of the common consequences of these risks in the form of planning assumptions. These cover the maximum scale, duration and impact that could reasonably be expected to occur as a result of emergencies.</p><p>The NRA is classified for national security reasons, and it is therefore not possible to share details of the reasonable worst-case scenarios or planning assumptions. A declassified version is available in the form of the <a href="https://www.gov.uk/government/publications/national-risk-register-for-civil-emergencies-2015-edition" target="_blank">National Risk Register of Civil Emergencies</a> (NRR). This is also provided to the local planning community, and has been placed in the House of Lords Library.
