answer text
The Government has already taken significant steps to tackle plastic pollution (e.g. microplastics), including restricting the supply of several single-use plastics through introducing a plastic packaging tax from April 2022; restricting the supply of plastic straws, plastic drink stirrers, and plastic-stemmed cotton buds; and preventing billions of plastic microbeads from entering the ocean each year by introducing a ban on microbeads in rinse off personal care products.

The majority of microfibres are removed through water treatment and analysis of the evidence available to date does not show that there is a sufficient benefit to the environment that can justify legislation to mandate the microfibre filters in new washing machines with prices ranging from £30 to £122 per machine, dependent on manufacturer and whether the filters are disposable or reusable. Defra’s Plan for Water therefore includes a commitment for industry to develop low cost, effective microfibre filters on washing machines and encourage their effective use. We have met industry colleagues and posed this challenge and we look forward to any proposals they are able to share when they are able to do so.

question text To ask Her Majesty's Government, further to the Written Answer by Lord Kamall on 20 April (HL7747), whether the "Immunisation and Vaccination Management Capability" includes non-COVID vaccinations such as influenza; what is the legal basis for that capability; and what are the legal bases for the processing by Palantir of (1) individual-level, (2) identifiable, and (3) named, patient data for the "Trust Care Coordination Solution". more like this

answer text
The Immunisation and Vaccination Management Capability includes non-COVID-19 vaccinations, such as influenza and is compliant with the UK General Data Protection Regulation (UK GDPR), specifically in the category of “provision of health and social care” and “public interest in the area of public health”. The Capability does not process patient-identifiable data.

National Health Service trusts using the Trust Care Co-ordination Solution remain the controllers of patient data and appoint processors such as Palantir to undertake processing tasks at its direction or on its behalf. The Solution directly supports patient care delivered by NHS trusts under the UK GDPR as the processing of “public task/official authority”
more like this

answer text
The UK is appalled by reports of atrocities in Tigray and is aware of recent reports that civilians have again been victims of indiscriminate shelling. It is clear that the conflict in Tigray is being conducted with little regard for civilian welfare and as a consequence reports of civilian casualties are all too common.

Ethiopia is a state party of the Chemical Weapons Convention (CWC) and has not declared any Chemical Weapons programme. The Government of Ethiopia has denied that Chemical Weapons have been used. We are working to establish the facts. Access to the affected areas, and to verified information, remains difficult. We have consistently called for access for independent human rights investigators and will continue to do so.
more like this

It is yet another reminder of the grave danger that North Korea poses. As a consequence on 5 July, the North Korean Ambassador was summoned to the Foreign and Commonwealth Office. The UN Security Council met to condemn the test. We will work with partners on further measures to address the threat to international peace and security posed by North Korea's destabilising and provocative conduct.
more like this

answer text
In May 2016, Simon Stevens announced that NHS England would be developing a personal health budgets model for the provision of wheelchairs. This work is in the early stages of development.

The intention is to introduce personal wheelchair budgets from April 2017, to cover everyone who accesses the current wheelchair voucher scheme. This includes those with both low level and complex wheelchair requirements.

Personal health budgets are not about new money but about using existing budgets differently. Therefore the budget will continue to be held at a local level.

NHS England is working with a number of clinical commissioning group clusters to develop guidance on the delivery model. This work will cover care planning, information support and advice for wheelchair users, budget setting (using learning from the development of the Wheelchair Tariff where appropriate) and review. The guidance will be available in advance of the start of roll out in April 2017.
