A detailed Action Plan to address the recommendations will be published in due course, in line with the normal process for responding to HMIP reports.</p><p>We have already been clear that CRCs must improve. This is why we are taking decisive action to end current contracts early, and put in place new arrangements from 2020 which will ensure probation plays its full part in tackling domestic abuse and protecting victims. The Government has also set out plans to better support victims of domestic abuse, bring more offenders to justice and ultimately keep the public safe through our proposed Domestic Abuse Bill. answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>The Children’s Homes and Looked After Children (Miscellaneous Amendments) (England) Regulations 2013 placed additional duties on local authorities seeking to place children out of the authority’s area.</p><p>Under the amended regulations, any decision to place a child outside of the local authority’s area must be approved by a nominated officer, or, if that placement is a distant one, by the Director of Children’s Services. The regulations further require that when considering making a distant placement, the responsible authority consults with the host authority, and shares information including the child’s care plan.</p><p>It should also be noted that local authorities do place looked-after children in boarding schools from time to time, where it is considered in the child’s best interests. This work cannot be done overnight – and it must be done properly. To help expedite the process the Government has agreed to fully fund the removal and replacement of unsafe ACM cladding on residential social housing buildings, 18m and above owned by local authorities and housing associations, with costs estimated at £400 million. At Autumn Budget 2017, it was announced that an additional £125 million would be available for Targeted Affordability Funding in 2018/19 and 2019/20. In 2018/19 this enables us to increase 213 Local Housing Allowance rates by 3 per cent in those areas where rates have diverged the most from local rents. Private providers continue to play an important role in the prison estate providing safe, decent and secure services, in line with HMPPS performance standards.</p><p><sup>1</sup> Excludes band 3-5 officers who are based in HQ and area services. These are band 3 to 5 officers who have not been allocated to a prison and are mainly officers who are on detached duty with no fixed location or are POELT trainers.
