The electoral arrangements of a local authority (number of councillors and the number and boundaries of electoral areas) are matters that are entirely the responsibility of the independent Local Government Boundary Commission for England which itself makes the statutory order, subject to Parliament not objecting to a draft of the proposed order, implementing any new electoral arrangements.
