answer text <p>The Government provides a Research &amp; Development Allowance (RDA) which gives relief for capital expenditure on R&amp;D incurred by a trader. This includes plant, machinery and buildings used for R&amp;D activity.</p><p>In 2021, the Government previously consulted on targeting the R&amp;D tax reliefs towards R&amp;D with specific social value, for example green technology. It was noted that differentiated tax relief for specific R&amp;D would increase complexity and compliance costs, widen the scope for abuse, and could be less effective than direct government spending.</p> more like this

answer text <p>The government believes that all customers, wherever they live, should have appropriate access to banking and cash services.</p><p> </p><p>The government legislated through the Financial Services and Markets Act 2023 to establish a new legislative framework to protect access to cash. This establishes the Financial Conduct Authority (FCA) as the lead regulator for access to cash and provides it with responsibility and powers to seek to ensure reasonable provision of cash withdrawal and deposit facilities across the UK, including free withdrawal and deposit facilities in relation to personal current accounts.</p><p> </p><p>Decisions on opening and closing branches are a commercial issue, and the government does not intervene in these. However, under FCA guidance, firms are expected to carefully consider the impact of planned branch closures on the everyday banking and cash access needs of their customers and consider possible alternative access arrangements. This seeks to ensure that the implementation of closure decisions is undertaken in a way that treats customers fairly.</p><p> </p><p>Alternative options for access to banking can be via telephone banking, through digital means such as mobile or online banking, and the Post Office. The Post Office Banking Framework allows 99% of personal banking and 95% of business banking customers to deposit cheques, check their balance and withdraw and deposit cash at 11,500 Post Office branches in the UK.</p><p> </p>

answer text <p>The Valuation Office Agency (VOA) is responsible for valuing non-domestic property for business rates purposes. Based on VOA data from April 2023, the mean rateable value (RV) for a day nursery or play school in England is £26,400. This indicates that, before applying any relevant reliefs, an average nursery in England would pay around £13,175 in business rates for 2023-24.</p><p> </p><p>The sector has a total RV of around £320 million and represents nearly half a percent of England’s RV. The Government keeps the tax system under review.</p><p> </p><p>At Autumn Statement 2022, the Government announced a freeze to the business rates multiplier. This third consecutive freeze supports all ratepayers, including Early Years businesses, and means bills are 6% lower than without the freeze.</p> more like this

answer text <p>VAT has been designed as a broad-based tax on consumption, and the twenty per cent standard rate applies to most goods and services. Exceptions to the standard rate have always been strictly limited by both legal and fiscal considerations.</p><p> </p><p>Ofsted-registered nurseries and childcare providers are exempt from VAT. This means they do not have to charge VAT to their customers, but it also means they cannot recover the VAT they incur on the things they buy.</p><p> </p><p>We do not hold data on irrecoverable VAT expenditure as businesses are not required to report this information to HMRC in their VAT returns.</p><p> </p><p>While we keep all taxes under review there are no plans to make changes to the VAT exemption which nurseries currently enjoy. Representations on changes to the VAT system will be considered through the normal fiscal event process.</p> more like this

answer text <p>HMT supports the Office for Budget Responsibility (OBR) as the UK Government’s independent official forecaster. The OBR is required by law to provide an assessment of the accuracy of previous fiscal and economic forecasts at least once each financial year. The most recent OBR Forecast Evaluation Report (FER) was published in January 2023. It examined how the OBR’s March 2021 forecast for 2021-22 compared to subsequent outturn data and identified lessons for future forecasts. The OBR also published a report called “The OBR’s forecast performance” in August 2023 which reviewed its forecast performance since its establishment in 2010.</p> more like this

answer text <p>The Government seeks to ensure that everyone can access useful support with their finances, including those in vulnerable circumstances. As part of this, the Government established the Money and Pensions Service (MaPS) to provide people with comprehensive, consistent, guidance for each stage of their financial lives. MaPS offers resources to support consumers with a range of issues, including everyday money, benefits, financial difficulty, pensions and retirement, savings, and work.</p><p> </p><p>Building on its consumer vulnerability work, the Financial Conduct Authority (FCA) has also introduced the Consumer Duty which raises the standard expected from firms for all customers.</p><p> </p><p>HM Treasury and the FCA are also working on a joint review of the regulatory boundary between financial advice and guidance with the aim of improving the support available to consumers with their financial decision-making.</p> more like this
