answer text <p>As our immediate support is being funded from existing unallocated budgets there will be no additional Barnett consequentials. The devolved administrations have already received funding through the Barnett formula at Spending Review 2021.</p><p> </p><p>We are committed to working collaboratively with our devolved administration counterparts on this issue, and the Barnett formula will continue to apply in the usual way to any change in UK Government departmental budgets.</p> more like this

answer text <p><strong>The pricing of mortgages is a commercial decision for lenders in which the Government does not intervene. However, we recognise this is a concerning time for mortgage borrowers. </strong></p><p> </p><p><strong>On Friday 23 June the Chancellor met with the UK’s largest mortgage lenders, UK Finance and the Financial Conduct Authority to discuss how lenders will provide support for those who encounter problems keeping up with their mortgage payments. At this meeting, lenders agreed to a new Mortgage Charter to support borrowers struggling with their mortgage payments that was published on 26 June. The Charter sets out the standards signatory lenders will adopt when helping their customers, including new flexibilities to help customers manage their mortgage payments over a short period. </strong></p><p> </p><p><strong>The Charter is in addition to the significant safeguards already in place for consumers in the mortgage market. Financial Conduct Authority rules require lenders to engage individually with their customers who are struggling or who are worried about their payments in order to provide tailored support. The Government has also taken measures aimed at helping people to avoid repossession, including Support for Mortgage Interest (SMI) loans, protection in the courts through the Pre-Action Protocol, and the Housing Loss Prevention Advice Service (HLPAS). </strong></p><p> </p><p><strong>Importantly, the Government also remains committed to providing a fair deal for renters and landlords. The Renters (Reform) Bill currently making its way through Parliament will deliver the government’s commitment to ‘a better deal for renters’ – improving the system for responsible tenants and good faith landlords. Furthermore, we remain committed to improving the supply of affordable housing, and the £11.5 billion Affordable Homes Programme will deliver thousands of affordable homes to both rent and buy right across the country. </strong></p>

answer text <p>The 2021 Spending Review set the largest annual block grants, in real terms, of any spending review settlement since the devolution Acts. Those settlements are still growing in real terms over the three-year spending review period, despite inflation being higher than expected.</p><p> </p><p>The Spending Review 2021 settlement provided £41 billion per year for the Scottish Government (£6 billion of which is capital funding), £18 billion per year for the Welsh Government (£3 billion capital) and £15 billion per year for the Northern Ireland Executive (£2 billion capital).</p><p> </p><p>On top of record spending review settlements, the devolved administrations are receiving an additional £4 billion over the next two years through the operation of the Barnett formula (largely from Autumn Statement 2022 and Spring Budget 2023): £1.8 billion for the Scottish Government, £1.4 billion for the Welsh Government and £0.8 billion for the Northern Ireland Executive. £1.8 billion of this has been allocated to their capital budgets (£0.8 billion for the Scottish Government, £0.7 billion for the Welsh Government and £0.3 billion for the Northern Ireland Executive). The devolved administration’s budgets are not set beyond the current spending review period.</p>

To date, no requests have been successful. </strong></p><p><strong> </strong></p><p><strong>Of the c5 legitimate interest requests processed, fewer than five of the trusts were found on the TRS and fewer than five requests were refused because the requestor did not meet the legitimate interest test criteria. answer text <p>I can only provide a partial answer to this question, as the Trust Registration Service does not record information on indirect holdings of land by trustees.</p><p> </p><p>Since May 2021 when the Trust Registration Service was expanded to accept registrations from non-taxable trusts, c.44,000 trusts have notified the Trust Registration Service that the trustees have acquired a direct interest in UK land on or after 6 October 2020. Of this figure, c.43,000 are UK-resident trusts and c.1,000 are non-UK resident trusts.</p><p> </p><p>Only taxable trusts, including those that registered before May 2021, are required to provide a statement of assets at the time of registration, including UK land or property. However, analysing this information to arrive at a total number and value of properties held by these trusts would carry a disproportionate cost.</p><p> </p> more like this

answer text <p>The Valuation Office Agency (VOA) is responsible for valuing non-domestic property for business rates purposes. Based on VOA data from April 2023, the mean rateable value (RV) for a day nursery or play school in England is £26,400. This indicates that, before applying any relevant reliefs, an average nursery in England would pay around £13,175 in business rates for 2023-24.</p><p> </p><p>The sector has a total RV of around £320 million and represents nearly half a percent of England’s RV. The Government keeps the tax system under review.</p><p> </p><p>At Autumn Statement 2022, the Government announced a freeze to the business rates multiplier. This third consecutive freeze supports all ratepayers, including Early Years businesses, and means bills are 6% lower than without the freeze.</p> more like this

answer text <p>VAT has been designed as a broad-based tax on consumption, and the twenty per cent standard rate applies to most goods and services. Exceptions to the standard rate have always been strictly limited by both legal and fiscal considerations.</p><p> </p><p>Ofsted-registered nurseries and childcare providers are exempt from VAT. This means they do not have to charge VAT to their customers, but it also means they cannot recover the VAT they incur on the things they buy.</p><p> </p><p>We do not hold data on irrecoverable VAT expenditure as businesses are not required to report this information to HMRC in their VAT returns.</p><p> </p><p>While we keep all taxes under review there are no plans to make changes to the VAT exemption which nurseries currently enjoy. Representations on changes to the VAT system will be considered through the normal fiscal event process.</p> more like this
