answer text <p>Her Majesty’s Prison and Probation Service (HMPPS) has been working closely with the Department of Health and Social Care, the NHS, and health authority colleagues in England and Wales for a number of months on providing access to Covid-19 tests in a prison environment. More recently, additional testing capacity has been made available to limit the importation of infection into prisons. This includes the regular testing of staff across all prisons and carrying out testing of all new receptions to stop the virus spreading into and between jails.</p><p> </p><p>The most recently published figures included in the HMPPS workforce quarterly statistics provided data for HMPPS staff in post by establishment, as at 30 September 2020. On that date there were 485 directly employed staff in post, by headcount, at HMP Wormwood Scrubs, 91 of which were off sick for non-COVID reasons. The average non-COVID days lost at the prison were lower for the 12 months ending in September 2020, the most recently published data, compared to the prior period ending in March for 2020.</p><p> </p><p>30 staff were absent from work due to self-isolation or quarantine on official health advice on 30th October. This includes both directly and non-directly employed staff. It does not, however, include staff who were off work due to COVID related sickness, caring responsibilities due to COVID or any other COVID related absences.</p><p> </p><p>The table below shows the most recent verified data for HMP Wormwood Scrubs. HMPPS do not hold complete data for the number of individual staff members or prisoners who have been tested. It should be noted that staff numbers include both those directly and non-directly employed. Where values of two or fewer are present they have been suppressed (~) in order to prevent disclosure of personal information. Although care is taken when processing and analysing the returns, the detail collected is subject to the inaccuracies inherent in any large-scale recording system. Much of the data collected during the COVID-19 pandemic has been done at pace, with recording practices evolving as we understand more about the requirements and conditions we are facing. answer text <p>The table below sets out the number of confirmed COVID-19 cases among (a) staff, (b) judiciary, (c) users and (d) jurors at courts between 24 November 2020 and 11 January 2021.</p><p> </p><p>We take swift and robust action for each positive case. There should be no assumption that a positive case indicates that there has transmission within a court or tribunal building. The positive incidence rate for HMCTS staff has generally tracked the English national average during the pandemic. With the exception of a very small number of locations, our current assessment is that transmission within the estate is limited.</p><p> </p><p>Where there are two or more confirmed cases or an increase in suspected incidents within 14 days linked to a single site, a national team provides additional support and guidance to local court and tribunals in managing the response, and early identification of close contacts so they can be informed to self-isolate in support of NHS Test and Trace. In line with public health guidance, where there are five or more confirmed cases (for England) or two or more confirmed cases (for Wales and Scotland) within a 14-day period we will, in accordance with public health guidance, refer to local health protection teams who will assess the individual circumstances and provide any further advice and guidance.</p><p> answer text <p>The table below sets out the number of confirmed COVID-19 cases among (a) staff, (b) judiciary, (c) users and (d) jurors at courts between 24 November 2020 and 11 January 2021.</p><p> </p><p>We take swift and robust action for each positive case. There should be no assumption that a positive case indicates that there has transmission within a court or tribunal building. The positive incidence rate for HMCTS staff has generally tracked the English national average during the pandemic. With the exception of a very small number of locations, our current assessment is that transmission within the estate is limited.</p><p> </p><p>Where there are two or more confirmed cases or an increase in suspected incidents within 14 days linked to a single site, a national team provides additional support and guidance to local court and tribunals in managing the response, and early identification of close contacts so they can be informed to self-isolate in support of NHS Test and Trace. In line with public health guidance, where there are five or more confirmed cases (for England) or two or more confirmed cases (for Wales and Scotland) within a 14-day period we will, in accordance with public health guidance, refer to local health protection teams who will assess the individual circumstances and provide any further advice and guidance.</p><p> answer text <p>The decision about who will be eligible for the vaccine and the priority in which it is given is being decided by the Joint Committee on Vaccination and Immunisation, but detailed planning is underway between HMPPS, NHS and public health bodies to prepare for the delivery of vaccinations in prisons.</p><p> </p><p>Healthcare teams are also prioritising influenza vaccination clinics in prisons and have been encouraged to complete these as early as possible, to minimise any impact on the Covid-19 vaccine programme.</p> more like this

answer text <p>HMP Dartmoor is delivering essential elements of prison regime even during the current restrictions. In each 24-hour period, prisoners are allowed phone calls (mobile phones when required for isolators), time in the open air, showers, meals and medication distribution. Even for those who are Covid-19 positive and in isolation, showers are facilitated in prisoner groups. Regime is additionally supplemented through access to gymnasium, keywork sessions and wellbeing checks, chaplaincy services, visits, video calls and other localised activities. Between 30 November 2020 and 11 January 2021, prisoners at HMP Dartmoor averaged 1.3 hours out of cell per day.</p><p>These measures are in line with the requirements of the National Framework for Prison Regimes and Services. Following the Prime Minister’s announcement of 4 January, all prisons changed their regimes because of the growing rate of infection within the community. All adult prisons are currently in a stage four regime as outlined in the National Framework to reduce contact between people and therefore reduce the chance of transmission. All prisons are required to deliver the essential elements of prison regime as outlined above. We have also introduced a range of measures and products designed to manage prisoners with specific needs, including mental health needs. The National Framework also provides a roadmap for easing restrictions in prisons when it becomes appropriate, guided by public health advice, alongside an operational assessment of what can be achieved in custodial settings while keeping staff and those in our care safe.</p>

answer text <p>In March 2020 temporary restrictions were put in place to minimise movements between jails. As at 12th January 2021 inter-prison transfers (including transfers from closed to open prisons) have not been stopped entirely as a result of the Covid-19 pandemic and we continue safely to undertake inter-prison transfers, where required. Transfers between prisons, particularly progressive transfers to open and resettlement prisons, are necessary in order to ensure that space remains within local/reception prisons to accept new receptions from court and to ensure prisoners are held in prisons providing an appropriate level of security.</p><p>In order to control the transmission of the virus, prisoners who are transferred to another prison are quarantined upon arrival in order to manage any risks they might bring and protect the rest of a prison’s population. As of 14th January 2021, we are also testing all new arrivals and transfers twice in the first 6 days in 109 prisons across the estate. We continue to explore testing technologies and opportunities in this area. Any prisoners with positive results or symptomatic prisoners are not transferred. This approach ensures that any infection that occurs amongst the arriving cohort is limited only to those with whom they have arrived.</p><p>Whilst transfers into the majority of prisons have not ceased, specific prisons may have temporarily to pause their transfers in/out in the event of a declared outbreak. The timeframes associated with this pause, as well as the recovery measures required, are monitored nationally by HMPPS and taken in close consultation with Public Health England.</p>
