answer text <p /> <p>There are a number of iniatives, including The Clink restaurants, which are available to help prisoners prepare for working with the public. These include work with retailers Timpsons, Max Spielman and Halfords who are able to offer work opportunities in prison and on release. There are also a number of locally run initiatives such as cafes and shops across the prison estate. In addition Customer Services skills and qualifications are available as part of the Offenders’ Learning and Skills Service (OLASS) in prisons.</p><p>The National Offender Management Service is working with the Clink charity to open another training restaurant in the New Year at HM Prison Styal, a prison for women. We are always keen to explore innovative ways of working to give prisoners real work experience.</p> more like this

answer text <p>The application of the Conduct of Authorised Persons Rules (“Rules”) is under continuous review. The Rules were first introduced in 2007 and revised between April and July 2013 to strengthen existing action to drive out poor practices and better protect consumers. Most crucially verbal contracts were brought to an end and a ban was imposed on claims management companies (“CMCs”) offering cash incentives or similar benefits to consumers to bring claims.</p><p> </p><p>This year, in response to concerns raised by the financial services industry, the Financial Conduct Authority and the Financial Ombudsman Service regarding the poor practices of some CMCs presenting financial claims, the Department's Claims Management Regulator consulted on changes to the Conduct of Authorised Persons Rules 2013 and published the response in June 2014. The new Rules will come into effect in October 2014.</p><p> </p> more like this

answer text <p>The Department’s Claims Management Regulation Unit has taken a range of enforcement actions against claims management companies (CMCs) that have breached the conduct rules to which they are subject. These include statutory action to cancel a CMC’s authorisation. answer text <p>The Government is committed to reducing self-harm in prisons. The Assessment, Care in Custody and Teamwork (ACCT) process provides a prisoner-centred, flexible case management system for prisoners identified as at risk of suicide or self-harm. Her Majesty’s Chief Inspector of Prisons has made recommendations about improving the operation of the ACCT system in a number of prisons during the last year, and action is being taken to address these recommendations within those prisons. Dedicated resources and additional support are being provided to improve safer custody work in prisons, including improving the consistency of the application of the ACCT system.</p> more like this

answer text <p /> <p>Funding has now been secured to replace and renew current toys and equipment and the list of appropriate items is being finalised. A local initiative has recently been set up whereby staff donate good quality toys and books, resulting in a significant improvement to toys and books available. Storybook dads is being delivered and extended to a larger percentage of the population. Surestart has been approached with a view to offering support during visits. A Parenting Course is being developed with a view to it being delivered by a voluntary sector organisation. Further opportunities are also being explored with voluntary sector organisations who can assist in developing the family and children pathway.</p> more like this

answer text <p>The Ministry of Justice laid 80 statutory instruments between the start of the calendar year and 25 July 2014. The Ministry of Justice does not keep records of which statutory instruments corrected errors in previous instruments. However, it estimates that 3 instruments (less than 4% of the total) were expressed to be correcting errors made in, in consequence of a defect in, or in substitution of, a previous instrument and were as a result issued free of charge to known recipients of the original instrument.</p><p> </p><p>The Ministry of Justice is strongly committed to improving the quality of statutory instrument drafting. In addition to providing training to relevant staff and adopting rigorous checking process (including a requirement that all instruments are subject to a second and third pair of eyes check by a lawyer who has not drafted the instrument), a new post of Statutory Instrument Co-ordinator has been established within the Legal Directorate to co-ordinate the sharing of best practice. The Ministry of Justice will also be participating in work being led by the Treasury Solicitor and First Parliamentary Counsel to enhance further the quality, consistency and effectiveness of statutory instruments across Government.</p><p> </p><p> </p><p> </p>

They claimed that they had been unlawfully subjected to the procedure known as kettling by the Metropolitan Police. The case went to the House of Lords (Supreme Court) where they lost and the law was eventually clarified.</p><p> </p>

answer text <p>Following feedback from prison Governors, we have made some minor adjustments to the property prisoners are allowed to have under the revised Incentives and Earned Privileges (IEP) framework, including metal guitar strings. Governors were notified on 15 July 2014 that, with immediate effect, it was open to them to include full metal guitar strings on their local facilities lists. This allows eligible prisoners to purchase them for use on acoustic guitars kept in-cell.</p><p> </p><p>Full metal strings are, as with the nylon and metal coiled strings which were already permitted, available by application only, issued on a one-for-one basis, and subject to local risk assessment. As with the nylon and metal coiled strings, Governors can make them available to prisoners on the Standard and Enhanced levels of the IEP framework.</p><p> </p> more like this
