answer text <p>The Government has introduced a series of measures to help mitigate second home ownership. In 2013 the Government removed the requirement for local authorities to offer a discount on second homes enabling them to charge the full rate of council tax. Additionally, in April 2016, the Government introduced a 3 per cent higher rate of Stamp Duty Land Tax (SDLT) for those purchasing additional properties.</p><p> </p> more like this

answer text <p>Through the Housing and Planning Act 2016 we have brought in strong enforcement powers for local authorities to tackle rogue landlords. These include the introduction of civil penalties of up to £30,000 and banning orders for use against the worst and most persistent offenders. We have also extended rent repayment orders which require a landlord to repay rent when they have not complied with the law.</p><p>My Department has also created a database of rogue landlords and property agents and as part of the Renters’ Reform Bill we have committed to opening up access to the database to empower tenants to make more informed choices.</p><p>In addition, since 2019 we have awarded over £6 million in grant funding to local authorities to boost their enforcement work, fostering innovative approaches and sharing best practice to tackle the minority of landlords who deliberately flout the law.</p> more like this

answer text <p>The Home Building Fund supports developers to either directly build new homes or to deliver the infrastructure required to enable construction of housing to start on a site. It is a market-facing fund that is available for projects that are viable investments according to our published criteria, and it does not operate on a fixed bidding timetable. Homes England market the fund through continuous market engagement including with trade bodies such as the Home Builders Federation, and any developer is free to apply to the fund through the Homes England portal. There is no predetermined geographic allocation of funding and the consideration of individual transactions is based on investment criteria around viability.</p><p>Table 1 shows the investment committed directly to individual sites in each local authority area.</p><p>In addition to investment being made in individual sites or projects, a number of large-scale investment funds and national lending alliances have also been supported through the Home Building Fund. This investment is not allocated at local authority level, so a further £354 million development finance and £90 million infrastructure investment has been invested through these national vehicles.</p><p>This data is based on projects that have been supported by investment made through the Home Building Fund since its launch in October 2016.</p><p>Table 1. answer text <p>The Home Building Fund provides lending through a number of vehicles including:</p><p>Directly to individual sites</p><p>Through a number of large investment funds (national)</p><p>Lending alliances (national)</p><p>Table 1, below, shows the number of homes completed in each local authority area and the proportion that are classed as additional.</p><p>Approximately 40 per cent of homes delivered through the Home Building Fund can be classed as additional supply.</p><p>The data that is provided for homes built through lending alliances and large investment funds is not provided at local authority level. Therefore, additional to the figures in the table below, a further 14,130 new homes have been built through these national vehicles. 5,652 of these homes would be classed as additional.</p><p>The data is based on projects that have been supported by the investment made through the Home Building Fund since its launch in October 2016.</p><p> </p><p>Table 1. answer text <p>The Government is committed to giving all towns, cities and communities across the UK, including those in Thurrock and the wider Thames Estuary, real power and investment to drive the future growth and unleash their full potential. The Thames Estuary is a major opportunity area with the potential to support growth right across the country.</p><p>When the Thames Estuary 2050 Growth Commission was announced at Budget 2016, it was tasked with developing a vision and delivery plan for the Thames Estuary up to 2050. The Thames Estuary Growth Commission was made up of independent experts, and under the leadership of Sir John Armitt, the Commission have reported their ambitious vision and delivery plan for north Kent, south Essex and east London up to 2050. With their purpose fulfilled, the Commission has now disbanded.</p><p>Government responded to the Thames Estuary Growth Commission in March 2018, awarding £1 million to support the establishment and operation of the Thames Estuary Growth Board.</p><p>The Growth Board's purpose is to help stimulate growth in the economy across the Estuary. The Growth Board is made up of local authorities and private sector members and is seeking to represent the diversity of the communities it serves.</p><p>On 30 October 2019, Kate Willard was appointed as the first Estuary Envoy and the Chair of the new Growth Board. The Envoy is working to convene partners across the area and is a ‘single voice’ for the Thames Estuary to advocate for the area at a national and international level.</p><p> </p><p> </p>
