On the 2 July my Department laid a written statement on a wide-ranging package
of further financial support to ensure local government can continue to fulfil its
essential role in the national response to COVID-19. This includes a commitment to
support the sector through an apportionment of irrecoverable business rates losses
between central and local government, to be agreed at the Spending Review. The Government
has also announced that the repayment of collection fund deficits arising in 2020-21,
for example because of a reduction in local revenue from business rates, will be spread
over the next three years rather than the usual period of a year, giving councils
breathing space in setting budgets for next year.
