answer text <p>On the 2 July my Department laid a written statement on a wide-ranging package of further financial support to ensure local government can continue to fulfil its essential role in the national response to COVID-19. This includes a commitment to support the sector through an apportionment of irrecoverable business rates losses between central and local government, to be agreed at the Spending Review. The Government has also announced that the repayment of collection fund deficits arising in 2020-21, for example because of a reduction in local revenue from business rates, will be spread over the next three years rather than the usual period of a year, giving councils breathing space in setting budgets for next year.</p> more like this

answer text <p>A core ambition of both the Towns Fund and Future High Streets Fund (FHSF) is to leverage further investment and co-funding from a range of public and private sector partners. Whilst we have been clear in our guidance that there is no minimum threshold for this, co-funding will form part of our overall assessment of Town Investment Plans (TIPs) and FHSF business cases. We know, however, that COVID-19 impacts may prevent certain challenges and we will allow places to communicate how plans, including co-funding, might have been impacted.</p> more like this

answer text <p>Local government is an essential part of our response to Covid-19 and has mobilised to help us keep the country moving, protect the NHS and save lives, whilst delivering social care and other vital public services. We are providing local authorities with an unprecedented package of support, including £3.7 billion of un-ringfenced grants and the £600m Infection Control Fund. To date, Wakefield has received £20.49 million from the first and second tranche of unringfenced funding and received £3.54 million as part of the Infection Control Fund. We will write out to all councils setting out funding allocations and methodology for third tranche of funding shortly.</p><p>In total, the Government has provided £5 billion in cashflow measures and almost £28 billion in additional funding to support councils, businesses and their communities. We have also announced measures to address councils’ lost income, including:</p><ul><li>A co-payment scheme to cover irrecoverable Sales, Fees and Charges income in 20/21 with the Government covering 75 per cent of losses beyond 5 per cent of planned income</li><li>Phased repayment of Collection Fund deficits over the next 3 years</li><li>A commitment to determine what support is needed to help councils meet the pressures of irrecoverable tax income at the Spending Review</li></ul><p>It is important that we carefully monitor the pressures councils are facing. We have now carried out three rounds of the Covid-19 financial monitoring survey and received data for every single authority in the latest round.</p><p>We are extremely grateful for the continued collaboration from councils, which enables us to understand pressures at a national and local level. A summary of the data provided to us by councils in England from the first two rounds of monitoring can be found here: <a href="https://www.gov.uk/government/publications/local-authority-covid-19-financial-impact-monitoring-information" target="_blank">https://www.gov.uk/government/publications/local-authority-covid-19-financial-impact-monitoring-information</a>. We will publish the results from the third round of monitoring in due course.</p>

answer text <p>The advice for those shielding is due to be relaxed from 31 July 2020, so that from 1 August 2020, individuals in the clinically extremely vulnerable group will no longer be advised to shield. From 1 August 2020, the guidance given to the clinically extremely vulnerable group is due to be in line with advice currently given to the clinically vulnerable group.</p><p>Currently, the Government guidance is that no repair or maintenance work should be carried out in any household where an individual is being shielded, unless that work is to remedy a direct risk to the safety of the household.</p><p>From 1 August 2020, advice for those currently in the clinically extremely vulnerable group is due to be relaxed, allowing tradespeople to carry out routine inspections and repairs in households that were previously shielding. It is important that inspections and repairs are carried out in accordance with the latest guidance on working safely in people’s homes. Where these visits occur, landlords and tenants should work together to make prior arrangements to ensure that social distancing is maintained, and appropriate hygiene measures are followed.</p><p>Published guidance will be updated accordingly.</p>

answer text <p>All pavement licences will either have an express or - in default - deemed “no-obstruction condition”. This is a condition that anything done by the licence-holder must not, amongst other things, prevent non-vehicular traffic passing along the relevant highway. This would include disabled people. The Secretary of State has published a national condition in the draft pavement licences guidance, under his powers included in the legislation, requiring that clear routes of access are maintained, taking into account the needs of disabled people and recommended minimum footway widths and distances required for access by mobility impaired and visually impaired people as set out in Section 3.1 of the Government’s Inclusive Mobility guidance.</p> more like this

answer text <p>Most arrivals to the UK will have appropriate accommodation for when they arrive and should make such arrangements before they travel. For the small minority that do not, Border Force can help make suitable arrangements, at the traveller’s own expense, and anyone without the ability to self-isolate should approach Border Force upon arrival. The Government plans to discuss with local authorities how best to make arrangements to support incoming travellers who are without the means to self-isolate effectively. Furthermore, the re-opening of the hospitality sector provides new arrivals with even more options to make arrangements before they travel to the UK. Finally, the list of countries which are exempt from these requirements is growing and therefore new arrivals should check the rules which apply from 10 July to see if they need to self-isolate.</p> more like this

answer text <p>The importance of including open space in development is clear from our policy and guidance. The National Planning Policy Framework encourages developments that promote health and well-being, with a high standard of amenity for existing and future users. It says that planning policies should assess the need for different types of open space in each area, and then seek to accommodate it. In their report the Building Better, Building Beautiful Commission made nature one of their priority themes and noted that green spaces should be integral to the urban fabric. We welcome their recommendations and look forward to responding to their report in due course</p><p><br> The supporting National Design Guide shows how high quality and attractive open spaces can be integral to new development, to encourage physical activity and promote health, well-being and social inclusion.</p> more like this
