answer text <p>The Secretary of State recognises the importance of parks and green spaces in building safer, stronger and more integrated communities. We announced on 7 October that Government would invest £1 million in a second pocket parks programme to create new parks and also provide support to maintain and improve existing parks to help bring existing parks back into safe and regular use.</p><p>The Government will shortly be publishing a prospectus, inviting bids for funding from across the England. Following closure of the application process, bids will be reviewed and announcement of successful applicants will be announced in spring 2018.</p><p> </p> more like this

answer text <p>The additional funding for local government, that was confirmed at Autumn Budget, means a real-terms increase in 2018/19 and 2019/20. We will announce the Government’s proposed funding allocations for the £410 million shortly. answer text <p>The Government currently supports 24 locally-led garden cities, towns and villages through its Garden Communities programme and sponsorship of Ebbsfleet Development Corporation. Locally-led Garden Communities are vital to delivering transformational housing growth that we need. We have provided £22 million of capacity funding to fund dedicated staff teams, key studies and assessments to underpin delivery of our garden towns and villages.</p><p>As of June, local authorities confirm that over 10,000 high quality homes have been completed, leaving a legacy for generations to be proud of – echoing the commitments made in our Housing White Paper.</p><p>Local authorities expect over 5,500 additional homes will be completed by the end of 2019.</p><p>We do not hold data on the occupancy rates of Garden Communities, but the number of long-term vacant dwellings across England remains lower than when records began.</p> more like this

answer text <p>Under the Local Government Act 2003 local authorities are able to borrow freely without Government approval. Local authorities must comply with the prudential framework when making decisions on borrowing. The Public Works Loan Board (PWLB) is one potential source of borrowing available to local authorities. The Government collects data on the total borrowing activity of local authorities each year. However, this does not split out the sources of borrowing. This data can be accessed using the following hyperlink: <br><a href="https://www.gov.uk/government/collections/local-authority-capital-expenditure-receipts-and-financing" target="_blank">https://www.gov.uk/government/collections/local-authority-capital-expenditure-receipts-and-financing</a>.</p><p>Data is collected on the amount of local authority borrowing that is outstanding each year and this is split out by category, including PWLB. The data shows the borrowing activity from 2013 up to the current financial year. It is collected on a quarterly basis. It is available through the following hyperlink:<br><a href="https://www.gov.uk/government/statistical-data-sets/live-tables-on-local-government-finance#borrowing-and-investment" target="_blank">https://www.gov.uk/government/statistical-data-sets/live-tables-on-local-government-finance#borrowing-and-investment</a>.</p><p>Local authorities do not borrow specifically for individual projects but do so on an aggregate basis. answer text <p>The Department does not collect data on ground rents as a matter of course.</p><p>However, the Government is concerned that ground rents have risen from historically small sums to hundreds of pounds per year in many cases, and that consumers see no clear benefit from them.</p><p>This is why we will be introducing legislation so that in the future ground rents on newly established leases of houses and flats are set at a peppercorn.</p><p>We have set out our plans in a technical consultation on how to implement the Government’s reforms to the leasehold system in England. answer text <p>MHCLG collects data on ground rents via the English Housing Survey. The data is incomplete and only covers owner occupiers who live in leasehold dwellings. Leaseholders who rent their property to tenants are excluded because the English Housing Survey is not a survey of landlords.
