answer text <p>Since 2014 MHCLG has invested £55.5 million in services in England to support victims of domestic abuse, including refuges.</p><p>Our £10 million fund to local authorities (2014-2016), where we released £3 million in 2014 and £7 million in 2015, helped 148 local authorities strengthen refuge provision for victims and offer support to women from outside their own area.</p><p>The £3.5 million fund (2015-2016), also released in 2015, supported 46 local authorities and their partners to deliver 710 new bed spaces for 3,798 victims of domestic abuse.</p><p>Through our £20 million fund (2016-2018) we released £3.2 million in 2016 and £17.2 million in 2017. This supported 80 projects across the country, helping to create more than 2,000 bed spaces and giving support to over 19,000 victims and their families.</p><p>My Department’s current £22 million fund (2018-2020) is supporting 63 projects across England to provide support for over 25,000 victims, and their families, and over 2,200 additional bed spaces in accommodation-based services, including refuge. To facilitate this, we released £9.8 million in 2018 and on 30 April 2019 we released the final instalment of £12.2 million to cover the 2019 to 2020 financial year. Funding beyond March 2020 is for decision at the next Spending Review.</p>

answer text <p>These reforms will see the same amount of funding as would have been available through Housing Benefit in 2020/21 made available as a grant to directly fund bed spaces instead. Everyone who would be eligible under the current system to have their housing costs met by housing benefit will continue to have their housing costs met through the short-term funding model.</p><p>We are listening to the views of the domestic abuse sector and are considering feedback through the current consultation which closed on 23 January.</p><p>In the meantime, we are carrying out a comprehensive review of how domestic abuse services, including refuge, are delivered locally. It will give us for the first time a robust picture of domestic abuse service provision for all victims across England. It will enable us to assess the impact of the Priorities for Domestic Abuse Services and identify any gaps in provision, so we have the best possible evidence on which to make decisions about future, sustainable funding for these vital services. The review will conclude in the summer.</p><p>The review will be informed by an audit of all local authority commissioned domestic abuse services. We have commissioned Ipsos MORI to lead this work. We are working with a wide range of stakeholders and other Government departments to ensure the audit is robust and supported by their data.</p>

answer text <p>The government has not proposed to end entitlement to housing benefit or the housing element of universal credit to any individual in refuge. The short-term supported housing funding model will instead ensure that the housing costs for people living in refuges and other forms of short-term supported housing will be met by a grant fund administered by local authorities.</p><p>The same amount of funding as would have been available through Housing Benefit in 2020/21 will be made available as grant instead, and will directly fund bed spaces. Everyone who would be eligible under the current system to have their housing costs met by housing benefit will continue to have their housing costs met through the short-term funding model.</p><p>We are continuing to listen to the sector and are considering feedback through the current consultation which closed on 23 January, which includes sector comments on the effect of the model on the number of and services women’s refuges in England.</p> more like this

answer text <p>Local authorities are responsible for making local spending decisions. In our Priorities for Domestic Abuse Services, published in 2016, we acknowledged the importance of local authorities taking a strategic approach to provision of these vital services informed by an assessment of local need.</p><p>We are reviewing funding for domestic abuse services, including refuge, particularly the critical care and support costs. To inform our review, we have commissioned an independent, external audit of domestic abuse services. This will give us a complete picture of provision for all victims across England, enabling us to assess what impact services are having and identify any gaps in provision. The audit will report in spring 2018, and the review will be completed by summer 2018. We are committed to working closely with the sector and local authorities on the audit and overall review, drawing on their expertise and knowledge, to ensure we have a robust evidence base on which to take future decisions about the funding of these vital services.</p><p>The Spending Review 2015 announced £40 million to support victims of domestic abuse from 2016 to 2020. We were clear in the prospectus for the fund that bids from local authorities should be for long term approaches to supporting victims to ensure that each project in receipt of funding would be sustainable beyond the 2017/18 financial year.
