answer text <p>This Government is committed to tackling excessive and unjustifiable practices in the leasehold sector, making home ownership fairer for all. The technical consultation which closed on 26 November sets out how the Government intends to reform the system. The consultation document details proposals for banning leasehold houses and restricting ground rents in the future.</p><p>The Government is also clear that existing unfair lease terms have no place in the housing market. It is right that developers who sold leaseholds with onerous terms should support their customers to amend such lease terms. Some developers have introduced assistance schemes which is welcome. The Government is engaging with industry to urge them to take proactive steps to vary leases for those with onerous ground rent clauses.</p><p>We are further helping existing leaseholders by:</p><ul><li>Working with the Law Commission to make buying a freehold or extending a lease easier, quicker and cheaper;</li><li>Making it easier for leaseholders to form Recognised Tenants' Associations so they can hold the management of their block to account;</li><li>Setting up a Working Group, chaired by Lord Best, to look at how property agents can be improved, including a single, mandatory Code of Practice for managing agents and whether any fees should be capped or banned;</li><li>Publishing a 'How to Lease' guide for consumers.</li></ul>

answer text <p>The Secretary of State held an industry roundtable on 8 of November to press attendees on what further action they could take to support existing leaseholders with onerous leases. He reiterated his view that unfair leasehold practices have no place in a modern housing market, and pressed attendees to go further and faster in identifying and making proactive variations to onerous leases in the consumer's favour. He was clear that ground rents which doubled every ten or fifteen years should be a thing of the past and expected information in leases to be clear and transparent to consumers. answer text <p>There are no plans to make the Association of Residential Managing Agents (ARMA) a member of the Regulation of Property Agents Working Group. The composition of the working group's membership needs to reflect a balance of interests between property agents and housing consumers. Already included within the working group are two professional bodies with knowledge and experience of property management: the Royal Institute of Chartered Surveyors and the Institute of Residential Property Management. Both these organisations have members who are also members of ARMA, or work on behalf of them. The working group will wish to invite others to personally provide evidence and give their views. When the working group discusses managing agents, ARMA will be at the forefront of the list of organisations for this purpose.</p> more like this

answer text <p>In 2017, the Government published a consultation document to seek views leasehold reform. We received an exceptional response with over 6,000 replies, many from developers and investors. Since then, my Department has been engaging with a range of stakeholders as part of developing a detailed approach to implementing this policy.</p><p>To help existing leaseholders the Law Commission is reviewing the law on enfranchisement with a view to making it fair, faster, and cheaper for leaseholders to extend their lease or buy their freehold. They are also considering whether there needs to be a ban on transmitting unfair terms when a lease is sold on.</p> more like this
