answer text <p>We recognise the importance of providing personalised support and its role in helping people who are rough sleeping or have a history of doing so.</p><p>As this is a devolved issue, MHCLG does not cover homelessness and housing policy in Wales and therefore, the following information relates only to England.</p><p>In August, we announced funding for ‘navigators’ who will support individuals from their first contact with services through to settled accommodation and will be able to make use of personalised budgets where appropriate. We recently launched a prospectus for our Rapid Rehousing Pathway, which will include navigators and we expect early adopters to start delivering in early 2019.</p><p>We are also funding seven Social Impact Bonds (SIBs) to work with long-term rough sleepers who have multiple complex needs towards positive accommodation, employment and health outcomes. The SIB model includes a personalised budget that can be flexibly used to best support individuals to maintain their accommodation and improve their wellbeing.</p>

answer text <p>The Government announced on 30 March a new Rough Sleeping Initiative team that has direct oversight over the delivery of £30 million in 2018/19 to 83 local authorities, with further funding of £45 million to be allocated in 2019/20.</p><p>This tailored approach is ensuring interventions are planned on the basis of local need, existing provision and service gaps in each area and that funding is directed to the places where it will have most impact.</p><p>The types of interventions we are funding include local co-ordination and case management work, increased outreach provision, a range of emergency accommodation options, access routes into more settled accommodation and support to help people engage and sustain accommodation. These interventions have worked in the past, and will work again.</p><p>To support this, the Government has also funded the London Training Academy to deliver assertive outreach training this Autumn to staff working with rough sleepers across England. The training will seek contributions from practised outreach workers and people with lived experience, sourcing materials including case studies and short films, creating a course that reflects good practice from across England, covering rural and urban areas.</p><p>The Government is committed to halving rough sleeping by 2020 and ending it by 2027 and this training will allow outreach workers to work this autumn to reach vulnerable people and make an impact on rough sleeping numbers immediately.</p>

answer text <p>The Government recognises that the ending of an assured shorthold tenancy is biggest cause of homelessness. The Government is committed to protecting the rights of tenants and giving them more security.</p><p>We have published a model tenancy agreement which landlords and tenants can use as the basis for longer, family friendly tenancies, available for free at <a href="http://www.gov.uk/government/publications/model-agreement-for-a-shorthold-assured-tenancy" target="_blank">www.gov.uk/government/publications/model-agreement-for-a-shorthold-assured-tenancy</a>. And the measures announced in the Housing White Paper resulted in many of the largest build to rent operators offering their tenants the option of longer tenancies.</p><p>Also, this week we have launched the £20 million Private Rented Sector Access Scheme to support those who are, or at risk of homelessness. This access scheme will help those people sustain tenancies.</p> more like this

answer text <p>We are clear that no one should ever have to sleep rough and are determined to make it a thing of the past.</p><p>This year, as part of the Rough Sleeping Initiative, we provided £30 million to 83 areas with the highest levels of rough sleeping. This funding will boost the immediate support available, including providing an additional 1,750 bed spaces for those sleeping rough or at risk this winter. This will be followed by an additional £45 million in 2019-20 to continue to respond to emerging challenges and make an immediate impact.</p><p>As part of our new Rough Sleeping Strategy, published on 13 August, we will provide up to £2 million in 2018/19 in health funding. This will be used to test models of community-based provision designed to enable access to health and support services for people who are sleeping rough. We have also asked NHS England to spend up to £30 million on health services for people who sleep rough, over the next five years. Alongside this, we will ensure that people sleeping rough have access to existing local systems by providing new funding for rough sleeping navigators.</p><p>Most importantly, we will work to ensure that Safeguarding Adult Reviews are conducted when a person who sleeps rough dies or is seriously harmed as a result of abuse or neglect, whether known or suspected, and there is concern that partner agencies could have worked more effectively to protect the adult. We will consider how lessons learned from these reviews will inform improvements in local systems and services so this does not happen again.</p><p>We are clear that only by taking a holistic approach to homelessness and rough sleeping will we ensure that support is there for those who need it most. That is why our rough sleeping strategy builds on the foundation of the Homelessness Reduction Act and has prevention at its centre - stopping people from becoming homeless in the first place and providing them with the right support to find work and live independently. We are also committed to publishing a strategy on wider homelessness issues, which the cross-government Rough Sleeping and Homelessness Reduction Taskforce, will move on to address in due course.</p><p>I strongly believe that this package will achieve substantial results, alongside the work already underway. We have allocated £1.2 billion to tackling homelessness through to 2020. This includes £617 million in Flexible Homelessness Support Grant funding which local authorities can use strategically to prevent and tackle homelessness in their area.</p>

answer text <p>The evidence suggests the causation of homelessness and rough sleeping is complex and that there is no single trigger or event. A complex interaction of individual factors (eg relationship breakdown, drug and alcohol abuse), structural factors and protective factors are likely to influence whether a person becomes homeless during their lifetime, as well as affect their ability to find a home.</p><p>To further our understanding on the causes of homelessness and rough sleeping we have committed to conduct a feasibility study - led by MHCLG, and co-funded by the Department for Work and Pensions. The long-term ambition for this research is to develop a quantitative, predictive model (or models) of homelessness and rough sleeping, which can be applied to various policy scenarios, to help assess the impacts of government intervention on levels of homelessness.</p><p>This will be supported by an evidence review on the broad range of factors that might influence levels of homelessness, from the housing market to welfare systems, as well as individual factors.</p><p>Also, the new Homelessness Case Level Information Collection (H-CLIC) which is a household level data collection will include more information on the people in a homeless household, more detailed information on people’s reasons for becoming homeless and their support needs.</p>

answer text <p>The Rough Sleeping Strategy is due to be published shortly, and will include a range of measures to support people who are homeless or at risk of becoming homeless.</p><p>Further to this, the Government is developing a new cross-government alcohol strategy which will set out targeted action to prevent and reduce harmful drinking, support vulnerable people affected by others’ alcohol misuse and improve the pathway into treatment for people with alcohol dependency. While the new strategy will not include a commitment to introduce minimum unit pricing at this time, the policy remains under review. As part of the work on the new strategy, Public Health England will be commissioned to carry out a scientific review into the impact of minimum unit pricing as evidence becomes available from Scotland, following its recent implementation, and Wales in due course.</p> more like this

answer text <p>This Government remains clear that one person without a home is one too many, and we are committed to preventing and reducing homelessness and Rough Sleeping.</p><p>To achieve this, we have taken a number of important actions, including implementing the most ambitious legislative reform in decades The Homelessness Reduction Act came into force in April 2018.</p><p>We have established the Rough Sleeping and Homelessness Reduction Taskforce that will bring forward the implementation of a cross-Government strategy, to achieve our commitment of halving rough sleeping by 2022 and eliminating it altogether by 2027.</p><p>Supporting the Taskforce is the expert Rough Sleeping Advisory Panel. In addition, the Government has now committed over £1.2 billion to tackle homelessness and Rough Sleeping through to 2020.</p> more like this
