answer text <p>The Equity Loan Administrator supports the customer through the application process, and the customer’s conveyancer also explains the legal nature of the transaction and supports the customer through the legal process. Homes England measures the effectiveness of the administrator via the contract management process, which includes performance packs, key performance indicators and meetings. In addition, customer satisfaction is assessed through the customer complaints data, to examine the cause of any problems, and information is collected by an external agency which gathers real time customer feedback about their experiences.</p> more like this

answer text <p>The Government recognises that there have been delays caused by COVID-19. Following the initial effects of COVID-19 with the hiatus to construction during the first national lockdown, on 31 July we announced changes to the scheme’s contractual deadlines which provided developers using Help to Buy an extra two months build time. Since then Homes England announced on 15 January that it will not enforce the practical completion deadline of 28 February 2021 for the current scheme, so maximising the remaining time available time for developers to build out.</p><p>Further to this, reservations agreed before 30 June 2020, have been granted additional flexibility allowing such reservations to practically complete by 30 April and legally complete by 31 May 2021.</p><p>Moreover, working in line with sector guidance, the construction industry has been allowed to continue during the subsequent covid-19 restrictions. Reservations for the current scheme were closed on 15 December providing builders sufficient time to complete their orders.</p><p>These measures provide relief for developers to build out homes delayed by COVID-19. We nevertheless continue to monitor the situation closely.</p><p> </p><p> </p>

answer text <p>The Government recognises that there has been market disruption. That is why on 31 July a two-month extension was announced to the Help To Buy building completion deadline from 31 December 2020 to 28 February 2021. The legal completion deadline for the purchase remains 31 March 2021. However, the Government also announced some additional flexibility to protect existing reservations made before 30 June 2020. These sales, by agreement with Homes England, must reach practical completion by 30 April 2021 and legal completion no later than 31 May 2021. That is why on 31 July a two-month extension was announced to the building completion deadline from 31 December 2020 to 28 February 2021. Homes England, who administer Help to Buy, will work with those who had a reservation in place before 30 June to assess their situation and look to provide an extension where necessary. answer text <p>The following answer sets out Capital Departmental Expenditure Limits (CDEL) forecast expenditure of the Help to Buy: Equity Loan scheme, as set out in published Budget reports.  It includes CDEL financial transactions only, as the primary cost associated with the scheme.  It does not include running costs.  <br>  <br>Help to Buy: Equity Loan is a demand-led scheme: the uptake is driven by the market.  Budget forecasts are therefore revised regularly in light of the most recent market information and estimated demand for the scheme.</p><p>It would not be appropriate to set out annualised net forecast expenditure or costs because they are not reflective of the actual cost and return to government for the scheme. In particular, the annual net cost amount does not fully account for the equity element of the homes which is held as an asset.</p><p>For the reasons set out above, the Department does not set out annual net costs for Help to Buy: Equity Loan. Annual cost and income figures in relation to the scheme are set out in the Annual Report and Accounts of Homes England (formerly Homes and Communities Agency) for the financial years 2013-14 to answer text <p>At end November 2019 1,983 Help to Buy customers or 5.8 per cent of the total due to be paying interest fees, were in arrears. The large majority of customers in arrears are only one or two payments behind and this debt very largely reflects short-term administrative issues with direct debit set-up at the start of the interest fee paying period. Total interest fee arrears of £189,000 at end of November 2019 represent 2.7 per cent of total amounts charged to customer accounts.</p><p>The number of customer in arrears by region are: East Midlands – 221; East of England – 210; London – 103; North East – 174; North West – 352; South East – 270; South West – 182; West Midlands – 230; Yorkshire and the Humber – 241.</p><p><em> <br> <br></em></p> more like this

answer text <p>Of the 221,362 Help to Buy equity loans issued by 31 March 2019, 30,645 or 13.8 per cent had been redeemed by that date. Of the 30,645 full redemptions to 31 March 2019, 49.5 per cent (15,184) occurred via the sale of the home and 50.5 per cent (15,461) via customers remaining in their home and paying off their loan by re-mortgaging or with other funds.</p> more like this
