answer text <p>The new Help to Buy Equity Loan scheme will introduce regional property price caps which set the maximum purchase price in each region. For example, the cap for the North West is set at £224,400. <br> <br> The regional caps are aligned to the first-time buyer market. They are all set at 1.5 times the forecast regional average first-time buyer price, in line with the Office of Budget Responsibility’s house price inflation forecast for 2021/22 as at Budget 2018, up to a maximum of £600,000 in London. <br> <br> The caps were designed to support the purchase of properties that are more consistent with the wider first-time buyer market. This in turn helps optimise the resources available to enable purchasers to achieve the dream of home ownership. The Government has reviewed the caps and continues to be satisfied they allow good availability of first-time buyer type properties in each region</p><p><br> There will of course be local hotspots within each region that are more expensive. However, the approach is aimed at striking the right balance between better targeting the scheme so it can assist more first-time buyers, whilst accounting for a degree of price variation within regions without the additional complexity that may arise from more localised caps. Therefore, there are no plans to revise the caps.</p>

answer text <p>The Government recognises that there have been delays caused by COVID-19. Following the initial effects of COVID-19 with the hiatus to construction during the first national lockdown, on 31 July we announced changes to the scheme’s contractual deadlines which provided developers using Help to Buy an extra two months build time. Since then Homes England announced on 15 January that it will not enforce the practical completion deadline of 28 February 2021 for the current scheme, so maximising the remaining time available time for developers to build out.</p><p>Further to this, reservations agreed before 30 June 2020, have been granted additional flexibility allowing such reservations to practically complete by 30 April and legally complete by 31 May 2021.</p><p>Moreover, working in line with sector guidance, the construction industry has been allowed to continue during the subsequent covid-19 restrictions. Reservations for the current scheme were closed on 15 December providing builders sufficient time to complete their orders.</p><p>These measures provide relief for developers to build out homes delayed by COVID-19. We nevertheless continue to monitor the situation closely.</p><p> </p><p> </p>

That is why on 31 July a two-month extension was announced to the Help To Buy building completion deadline from 31 December 2020 to 28 February 2021. The legal completion deadline for the purchase remains 31 March 2021. However, the Government also announced some additional flexibility to protect existing reservations made before 30 June 2020. These sales, by agreement with Homes England, must reach practical completion by 30 April 2021 and legal completion no later than 31 May 2021. answer text <p>The Help to Buy Equity Loan scheme has dual objectives. It provides an affordable route into Home Ownership by enabling customers to purchase a home with a deposit from as little as 5 per cent, at the same time focusing the scheme on newbuild homes ensures the demand it creates drives up new housing supply. The scheme has been extremely successful in supporting both would-be purchasers and boosting supply.</p><p>There are no plans to widen the scheme to include non-newbuilds as this would not deliver the same supply benefits. However the Government does have a range of other policies that support people into homeownership within the wider housing market, such as the Help to Buy ISA (no longer open but can be used for purchases until 2029), the Lifetime ISA and Help to Buy Shared Ownership.</p> more like this
