<p>Since 2012/13 the Secretary of State has issued 23 Directions under section 74(3)(d) of the Local Government and Housing Act 1989 to individual local authorities which allows properties provided under Part II of the 1985 Housing Act to be accounted for outside the Housing Revenue Account and all these directions remain in force.</p>
