answer text <p>The 4<sup>th</sup> EU Anti-Money Laundering Directive transposes the global standards on anti-money laundering and counter-terrorism finance set by the Financial Action Task Force (FATF) in 2012. These standards further embed the risk-based approach, which allow obliged entities, including companies, to adopt anti-money laundering checks which are best suited to the risk they face in their everyday business. This allows for more proportionate and balanced anti-money laundering regimes across the EU including in the UK.</p><p> </p><p> </p><p> </p><p>The Directive is currently in its last stage of negotiations. The UK government is committed to publishing an impact assessment and to consulting on the implementation of the Directive before transposing its new requirements into UK legislation, in line with better regulation principles. This timing is necessary to ensure that any Impact Assessment accurately reflects any changes to the draft legislation agreed in negotiations.</p><p> </p>

answer text <p>The Government has fundamentally reformed regulation of the payday market, transferring regulatory responsibility for consumer credit regulation from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) from 1 April 2014. The FCA has a statutory objective to protect consumers.</p><p> </p><p>It is important that consumers are protected from unfair costs. The Government has therefore legislated to require the FCA to introduce a cap on the cost of payday loans, and the FCA is currently consulting on its cap proposals.</p><p> </p><p>The Government also strongly welcomes the FCA’s new rules for regulating payday lending, including action on rollovers and continuous payment authorities (CPAs). Payday lenders are also required to adhere to the FCA’s high level principles of business, including that of ‘treating customers fairly’.</p><p> </p><p> </p><p>The FCA has also introduced affordability rules to strengthen consumer protection, based on the principle that money should only be lent to a consumer if they can afford it.</p>

answer text <p>The Government has fundamentally reformed the regulation of the payday lending market. Regulatory responsibility for consumer credit transferred from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) on 1 April. The FCA has transposed key parts of the OFT’s Debt Collection Guidance into binding rules, which sets out the types of business practices considered unfair and incompatible with fitness to operate.</p><p> </p><p>The FCA is undertaking a thematic review into payday lenders’ debt collection practices to ensure that firms treat customers who are struggling with repayments fairly. The FCA expects to publish the final report early in 2015 which will set out what practices it has found across the market and how it expects all firms in the market to make sure they are observing the right standards of behaviour.</p><p> </p><p> </p> more like this

answer text <p>As the minister with responsibility for HM Revenue and Customs (HMRC) this question has been passed to me to answer.</p><p> </p><p>Following the Spending Review 2013 HMRC is now working on its longer term plans; further announcements will be made in due course on the implications for individuals, their work and the offices that they work in. In addition HMRC will be saying more about the overall size and shape of the department in the autumn.</p><p> </p><p>In terms of addressing the concerns of employees HMRC has been actively talking to its people about the future direction of the organisation. This conversation is being led through a series of <em>Building our Future</em> events, which all staff are invited to attend. As part of that dialogue with staff HMRC has made it clear that the department needs to modernise and has already advised that it will become a smaller, more highly professional organisation working out of fewer locations. Those people who remain with the organisation will have greater opportunities to retrain into a range of interesting and rewarding roles.</p><p> </p><p> </p><p>HMRC has not offered any voluntary redundancies in Northern Ireland in the current financial year. However, this cannot be ruled out in the future if redeployment options cannot be found for staff in need of new roles. Civil service departments will work together to do all they can to redeploy staff who have formally been declared surplus.</p>

answer text <p>The OBR is responsible for producing independent economic and fiscal forecasts of the UK economy. The OBR's most recent forecast (published at Budget 2014) is for UK GDP to grow by 2.7 per cent this year and 2.3 per cent in 2015.</p><p> </p><p> </p><p>The OBR forecast general government employment will fall by 0.1 million in 2014 and 2015.
