answer	answer is ministerial correction date of answer 17/11/2014 answer text <p>Paragraph 1224 of the Commission of Inquiry’s report (A/HRC/25/CRP.1) recommends that states and others should provide more support for the work of civil society organisations to improve the human rights situation in the Democratic People's Republic of Korea (DPRK), including efforts to document violations and to broadcast accessible information into each country. In paragraph 39 of his June 2014 report (A/HRC/26/43) the Special Rapporteur notes that the Human Rights Council called on all parties concerned, including United Nations bodies, to consider implementation of the recommendations made by the Commission of Inquiry. The Rapporteur also says that he interprets “all parties concerned” as all-encompassing.</p><p>The UK does not disagree with this interpretation, but it is clear that different parties will have different roles with regard to individual recommendations.</p><p>The UK has previously funded projects related to the documentation of violations that have been implemented by civil society organisations based in South Korea and we remain open to funding similar projects in the future. We have also worked with international non-governmental organisations and the DPRK’s Korean Federation for the Protection of the Disabled (KFPD) for example to improve the treatment of disabled people in the DPRK. answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>In the 2010 Strategic Defence and Security Review, the Government committed itself to reduce the number of operationally available nuclear warheads to no more than 120 and to reduce our overall nuclear weapon stockpile to no more than 180 by the mid 2020s. The Government also gave an assurance that the UK will not use or threaten to use nuclear weapons against non-Nuclear Weapons States Parties to the NPT and who are not in material breach of their obligations under the NPT. We have continued to work to build the confidence between the Nuclear Weapons States which is necessary for further reductions, for example through the UK-initiated P5 process. We continue to push for entry into force of the Comprehensive Test Ban Treaty (CTBT) and for negotiations on a Fissile Material Cut Off Treaty to start in the Conference on Disarmament. We have made clear that our goal is a world without nuclear weapons. We will continue to raise this and to monitor the outcome of their investigation.</p><p>I also welcome the African Union’s (AU) recent confirmation of its zero tolerance policy on misconduct and abuses in peace support operations, and commend the efforts made by the AU to improve its mechanisms for preventing and responding to sexual exploitation and abuse.</p><p>The UK already supports pre-deployment training programmes for AMISOM on prevention of sexual violence, international human rights laws, and best practice in assisting women and children in the aftermath of violent conflict. It also provides support to the AU’s Gender Peace and Security Programme, which seeks to mainstream gender issues in all peace enforcement operations. The UK encourages the AU and countries contributing troops to AU peace support operations to continue efforts to strengthen these mechanisms.</p><p>The UK has also been working closely with the Federal Government of Somalia on sexual violence issues. At the Global Summit to End Sexual Violence in Conflict held in June, the Federal Government of Somalia presented a three year action plan to combat sexual violence in Somalia. The UK is supporting implementation of this plan and hopes that AMISOM will be a key partner in this effort. We found that the vast majority of exports currently licensed for Israel were not for items that could be used by Israeli forces in operations in Gaza in response to attacks by Hamas.</p><p>On 12 August, the Government announced that twelve licences were identified for components which could be part of equipment used by the Israel Defence Forces in Gaza. I understand the strength of feeling for the return of the Varosha area of Famagusta. The present state of that once-bustling town and nearby port reflects the consequences of the continued division of Cyprus.</p><p>We fully support all relevant Security Council resolutions, including Resolutions 550 and 789 which address the future of Varosha. We have raised this issue with the Turkish Cypriots and with the Turkish authorities. I remain convinced that, ultimately, a comprehensive settlement is the best chance of resolving this complex issue. In addition, Section 6 of the recently published Annual Report for 2013 by the Interception of Communications Commissioner, Sir Anthony May, addresses the legal basis for intelligence sharing between the UK and its partners.</p><p>The UK Intelligence Agencies adhere to the law at all times. We have one of the world's strongest legal and regulatory frameworks governing the use of secret intelligence. All of GCHQ's activities are legal, necessary and proportionate.
