It is vital that the Turkish Government’s response to the coup attempt be demonstrably lawful and measured, and undertaken in line with Turkey’s international obligations. The Minister of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) reiterated these messages to senior Turkish interlocutors, including President Erdogan, during his visit to Turkey on 19 October. We welcomed the Government of Yemen's announcement in October 2015 that all of Yemen's ports were open.</p><p>It is vital that commercial shipments of food and fuel enter the country to help alleviate the humanitarian crisis. That is why the Department for International Development is providing £1.42 million to support the establishment of the United Nations Verification and Inspection Mechanism (UNVIM), which became operational on 5 May. It is successfully verifying, and where necessary inspecting, ships in line with UNSCR 2216 (2015). This should speed up the clearance process for ships and improve commercial confidence, increasing supply and in turn aiming to reduce the price of basic goods. For that reason, we have started a Strategic Dialogue with the government of Sudan, which provides a necessary platform for us to raise issues of concern, including human rights, and at the same time explore possibilities for cooperation on a wide range of UK interests. The Strategic Dialogue process does not change our position of maintaining only‘essential contact’ with President Bashir, given his outstanding arrest warrant from the International Criminal Court (ICC). At the last round of talks on 10/11 October, a representative from the Sudan Advisory Council for Human Rights accompanied the Sudanese delegation.</p><p>In a number of areas we fundamentally disagree with the government of Sudan; however, in others our interests are much more closely aligned. We assess that direct engagement through the Strategic Dialogue process provides better opportunities to raise issues of bilateral concern, as well as to look at strategic questions such as the resolution of internal conflicts, regional security and migration. We regularly raise our human rights concerns directly with the government of Sudan in London, Khartoum and New York as part of our ongoing dialogue. Most recently, human rights issues were a key theme of the Strategic Dialogue that took place in London in on 10/11 October.</p><p>We consider our response to all reports of human rights violations carefully, in consultation with our EU and troika partners and with human rights organisations on the ground, and respond in the way we judge to be the most effective in conveying our concerns to the government of Sudan. answer	answer is ministerial correction date of answer 26/10/2016 answer text <p>The UK is clear that Syria needs a political transition leading to a more accountable, inclusive, representative form of governance than the Asad regime. A fundamental element of transition needs to be a commitment to protect Syria's minorities and to promote the role of women in the political process and beyond.</p><p>Within the International Syria Support Group and in our close work with the moderate opposition, we promote the inclusion and safeguarding of minorities and women as the political process progresses.</p><p>The international community is working with the Syrian opposition High Negotiations Committee. At a launch hosted by the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) in September, they set out a progressive and compelling vision for political transition in Syria, emphasising among other things their commitment to the protection of all components of Syrian society and to promoting women's rights.</p><p>The Government has provided £7 million in direct support to gender related projects in Syria since the start of the crisis. For financial year 2016/17, we are due to spend a further £1.9m.
