We therefore welcome the new Government of Iraq’s commitment to inclusive governance. We will support them in implementing their programme wherever we can and have called for others in the international community to do the same. We are already providing assistance with the development of parliamentary democracy, community policing and dialogue between religious leaders. We are in regular contact with the new Iraqi government over national reconciliation and, in particular, with Vice-President Allawi, whose responsibility it is. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. We have consistently raised Iraq’s responsibility to observe international laws and obligations in our contact with the Government of Iraq. The UK has not, to date, made representations to the current Government of Iraq regarding to accession to the Rome Statute or accepting ICC jurisdiction in relation to the current situation in the country. Any decision to involve the ICC must be made on the basis of whether the court would prove an effective means of bringing the perpetrators of atrocities to justice. We are also funding training for Syrian activists to document abuses to a criminal law standard with the aim that this documentation could be used in a future process of accountability.</p><p>In the long run the only way to secure the position of Syria’s minority communities is to find an inclusive political solution to the crisis. answer	answer is ministerial correction date of answer 13/10/2014 answer text <p>We are concerned about indiscriminate attacks on civilians in Syria which contravene international law. The UK has consistently called upon all parties in the conflict to respect international law and played a leading role in initiating and securing the passing of UN Security Council Resolutions 2139 and 2165, which demand that all parties cease all attacks against civilians and comply fully with their obligations to protect civilians in armed conflict. The UN Independent Commission of Inquiry’s most recent report was clear that the Assad regime, Islamic State of Iraq and the Levant and other extremist groups, were behind the majority of such attacks. On 25 September 2014, the UK and our partners secured a strong resolution at the UN Human Rights Council which demands that the Syrian authorities cooperate fully with the Commission of Inquiry.</p><p>In partnership with other donor countries, we have funded the collection of documentary evidence of human rights abuses to allow those responsible to be held accountable. We have also funded Law of Armed Conflict training to help armed groups understand their responsibilities and obligations under international law and international human rights standards. We condemn the Islamic State of Iraq and the Levant’s (ISIL) threats to ethnic and religious minorities in Iraq, including Christian, Yezidi and Turkomen and the desecration of mosques and churches by ISIL. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the member for Bournemouth East ( Mr Ellwood), met Archbishop Athanasius of the Syriac Orthodox Church in London on 29 July and issued a statement strongly condemning the persecution of Christians and other minorities in Iraq. Our Ambassador in Baghdad has met religious representatives, including Chaldean Patriarch Luis Sako, and the Consul General in Erbil has met the Archbishop of Erbil and the Archbishop of Mosul to discuss the current situation, the needs of the Christian community, and UK humanitarian assistance to those displaced by fighting in Iraq. We meet representatives of Iraqi religious groups both in the UK and in Iraq, and fund a series of grass roots meetings with religious leaders of different faiths to combat sectarianism. We are encouraging influential religious leaders in Iraq to speak out publicly and condemn sectarian violence. Their headline assessment was “Presidential elections administered in line with the law, in an environment falling short of constitutional principles”. We followed the presidential election closely and staff from our Cairo Embassy took part in the EU's Electoral Observation Mission. The EU Observation Mission will issue its full report in due course.</p><p>The EU Observation Mission reflected concern about the Egyptian public's ability to express political dissent and exercise freedom of speech or association. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), raised these concerns in the run up to the elections with his Egyptian counterpart, most recently on 14 May, and in a statement on 3 June.
