answer text <p>The UK is committed to working with others to end the preventable deaths of mothers, newborns and children in the developing world by 2030. Pregnancy, childbirth and the early years of life remain a dangerous time in many developing countries. A stillbirth occurs every 16 seconds somewhere in the world, and every year 2.4 million babies die in the first 28 days of life. The majority of these are preventable.</p><p>The UK works closely with the World Health Organisation and we are engaged in their Every Newborn Action Plan to end preventable deaths. For example, we recently supported the first-ever UN stillbirth report released this month. The UK supports newborn health through a broad range of country, regional and global programmes. Examples include the Global Financing Facility for Women, Children and Adolescents that supports evidence-driven investments to improve reproductive, maternal, newborn, child and adolescent health.</p> more like this

answer text <p>The UK is committed to supporting children in developing countries to return to school when it is safe to do so. Through the FCDO's wider education programme response to the pandemic, we have worked with partner countries to ensure they have the knowledge and resources to facilitate a safe return. For example, we have adapted our bilateral education programmes in 18 countries to provide child protection, continuity of learning (e.g. through radio and home learning kits) and to help schools prepare to re-open safely.</p><p>The UK is partnering with Kenya to co-host the 2021 Global Partnership for Education (GPE) financing summit, and as the largest donor, supported establishment of a $500 million accelerated funding window to support countries maintain basic education and put in place key safety measures. As the largest donor to the global fund for education in emergencies Education Cannot Wait, we have supported establishment of a COVID-19 emergency response funding window supporting grants for 33 countries and territories, funding activity including key context-specific safety measures such as hygiene information campaigns and upgraded water and sanitation facilities. We have also provided £5.3 million of new UK funding to UNHCR to enable more than 5500 teachers provide vital education for children in 10 refugee-hosting countries during this critical period.</p>

answer text <p>The UK continues to encourage and support Sri Lanka to deliver the commitments it made to the UN Human Rights Council through Resolutions 30/1, 34/1 and 40/1. We firmly believe that this is the best framework for establishing truth and achieving justice and lasting reconciliation following the conflict in Sri Lanka.</p><p>We are concerned about the government of Sri Lanka's decision to withdraw support for the UN Resolution. Minister of State for South Asia and the Commonwealth Lord (Tariq) Ahmad of Wimbledon, who is also responsible for Human Rights, has raised these concerns on several occasions with the Sri Lankan High Commissioner and Sri Lankan Foreign Minister Dinesh Gunawardena. The Foreign Secretary also underlined the importance of accountability and reconciliation when he spoke to Foreign Minister Gunawardena in May. The UK Government made our concerns clear in statements delivered on behalf of the Core Group on Sri Lanka at the UN Human Rights Council in February, June and September. These statements reiterated our ongoing commitment to justice and accountability for victims of conflict and human rights violations, and lasting reconciliation. We continue to engage with the Government of Sri Lanka on this important issue.</p>

answer text <p>The UK condemns any incidence of violence by settlers against Palestinians. We recognise that there can be an increase in assaults on Palestinian farmers, the destruction of olive trees and the stealing of produce coinciding with the Palestinian olive harvest, which began earlier this month. We have expressed our concerns to the Israeli Government on a number of occasions.</p><p>Under international law, Israel, as the occupying power, has an obligation to take all measures in its power to protect the Palestinian population from acts of violence. We continue to stress the importance of the Israeli security forces providing appropriate protection to the Palestinian civilian population. We welcome the efforts of Israeli authorities to address settler violence, and urge them to thoroughly investigate every instance and bring those responsible to justice.</p> more like this

answer text <p>For over a decade, terrorist groups, including Boko Haram and Islamic State West Africa, have caused immense suffering to local communities in North East Nigeria. Since 2015, UK military personnel have provided training to Nigerian military personnel on topics including human rights compliance, countering improvised explosive devices and first aid. Many of those trained have been deployed on operations to tackle the terrorist threat in North East Nigeria. The UK Government has also provided training to the Nigerian authorities on responding to terrorist attacks, bomb scene management and improving aviation security. We remain committed to helping Nigeria and its neighbours tackle the threat of terrorism.</p> more like this

answer text <p>There is no UN peacekeeping mission in Nigeria. The UK has no plans to make representations to the UN Security Council on the deployment of peacekeeping forces to Nigeria as we do not assess their deployment to be the most effective way to tackle the conflict with Boko Haram and Islamic State West Africa, and create long-term stability. In North East Nigeria, the UK provides a comprehensive package of security, humanitarian and stabilisation assistance to help Nigeria tackle the threat from these terrorist groups, and support affected communities. We work closely with the UN, including through our support to the UN Development Programme Stabilisation Facility in North East Nigeria and our support to the work of the UN Office for West Africa and the Sahel.</p><p>UN peacekeeping is not suited to mounting offensive operations against terrorist networks. The UK troops deploying to MINUSMA, the UN peacekeeping mission in Mali, will help the mission fulfil its mandated tasks, including protection of civilians and support towards implementation of the Algiers Peace Agreement.</p>

answer text <p>The Government condemns all acts of terrorism committed by extremist groups, including Boko Haram, Islamic State West Africa, Al Qaeda in the Islamic Maghreb and Jama'a Nusrat ul-Islam wa al-Muslimin (JNIM). We are committed to working with West African countries and our international partners to support the fight against Islamist insurgencies in West Africa. We consider a wide range of factors when assessing the effectiveness of the fight against these groups, including reporting from our staff in country and information from international partners.</p><p>We provide a comprehensive package of security and stabilisation support across West Africa to tackle the immediate impact and long-term drivers of conflict, and to support local communities. Examples of this support include: a contribution of £2 million in 2019-20 and a further £3 million in 2020-21 to the Lake Chad Basin Regional Stabilisation Facility, to strengthen community security, provide basic services and support livelihoods; and our adaptive social protection programme in the Sahel, which has helped over 92,000 vulnerable households across the Sahel adapt and build their resilience to climate change, a key driver of instability.</p>

Last financial year we funded 15 research projects which cover the challenges faced by different communities, such as Christians, Yazidis and Humanists, as well as cross-cutting issues such as migration and the double vulnerability experienced by women from minority faith backgrounds. The research projects have provided the Government, and the wider international community, with more granular recommendations on how we might tackle the problem of persecution as it affects particular countries or groups. The titles of the 15 projects have not been published for sensitivity reasons, but we can confirm that the FCDO supported research projects in a diverse range of geographic regions, including Asia, the Middle East and Africa. All projects have reported back in line with FCDO agreed project management processes.</p> more like this

answer text <p>Over the past two financial years (2018 - 19 and 2019 - 20), we allocated £1m to Freedom of Religion or Belief (FoRB) projects via the Magna Carta Fund. FoRB policy programming is now done through the John Bunyan Fund. This financial year, we have allocated less than before across human rights programmes because of delays as a result of COVID-19. This reduced amount also reflects the shorter delivery period for the remainder of this financial year. £100,000 has been allocated this financial year through the John Bunyan Fund for Freedom of Religion or Belief. None of this funding remains unallocated. Last financial year, the 15 research projects received around £140,000 in total.</p> more like this
