answer text <p>For each of the top four leadership positions at the Organisation for Security and Cooperation in Europe (OSCE), deputies are acting as Officers in Charge and are ensuring their institutions continue to deliver on their mandates. Our mission in Vienna is in regular contact with them and continues to work with like-minded States to provide support when required. The process to appoint new Heads is already underway, led by OSCE Chair-in-Office, Albania. We are engaging with participating States and Albania to support this process and help identify those nominees best qualified for the roles and who share our core values on democracy, rule of law and freedom of media. Appointments are confirmed by consensus of all 57 states, ideally in early December ahead of the OSCE Ministerial Council.</p><p>At the 29 September meeting of the OSCE Permanent Council, the UK urged de-escalation of the current hostilities between Armenia and Azerbaijan and a resumption of dialogue. UK Ministers and officials are engaging actively with partners in support of the OSCE Minsk Group efforts to ensure a negotiated, peaceful settlement to the conflict. The Minister for the European Neighbourhood and Americas raised UK concerns over civilian casualties and fatalities with both the Armenian and Azerbaijani Foreign Ministers on 28 September, urging both to return to the negotiating table. The Prime Minister spoke to President Erdogan on 28 September.</p>

She raised UK concerns over civilian casualties and fatalities, urged immediate de-escalation and reinforced the importance of returning to negotiations within the framework of the OSCE Minsk Group. The UK continues to engage actively with international partners in support of these objectives. The Prime Minister discussed the situation in Nagorno Karabakh with President Erdogan on 28 September, and Minister Morton raised this with Deputy Foreign Minister Onal on 2 October. answer text <p>The UK Government strongly condemns child, early and forced marriage and forced conversion of all women and girls in Pakistan, including from religious minorities. We regularly raise our concerns about Freedom of Religion or Belief, women and girls' rights and gender equality with the government of Pakistan at a senior level. On 27 August, I raised our human rights concerns including Freedom of Religion of Belief with Pakistan's Minister for Human Rights, Dr Shireen Mazari. On 8 September, I also raised these concerns with the Governor of Punjab, Chaudhry Muhammad Sarwar, on 8 September.</p><p>Our AAWAZ II Accountability, Inclusion and Reducing Modern Slavery Programme will spend £39.5m over 5 years (2018 - 2024) across the Pakistani provinces of Khyber Pakhtunkhwa and Punjab. As part of AAWAZ II, we support better data and evidence collection on child labour and child marriage; increased access to child protection services; and enhanced access for children to birth registration systems and birth certificates. We are also planning future community engagement on modern slavery.</p>

answer text <p>The UK Government is deeply concerned by child, early and forced marriage in Pakistan. Our AAWAZ II Accountability, Inclusion and Reducing Modern Slavery Programme supports reforming the legal framework and building state capacity for child protection. We have recently launched analyses of Child Marriage in Punjab and Khyber Pakhtunkhwa in order to support development of a national child marriage restraint policy framework.</p><p>AAWAZ II is also working with United Nations Children's Fund (UNICEF) to increase levels of birth registration of children, a National Child Labour Survey and development of Child Protection Case Management and Referral Systems at provincial level. UK's support is contributing to laying the foundation of much stronger and sustainable child protection systems.</p><p>We are also working with the Government of Pakistan to strengthen and improve Pakistan's police and judicial systems. The UK's Strengthening Rule of Law in Pakistan programme aims to increase public confidence and trust in the Rule of Law. It focuses on delivering outputs that improve the justice system for victims, witnesses and offenders, including vulnerable women and girls.</p>

answer text <p>The Government is deeply concerned by the recent military escalation along the Line of Contact in Nagorno-Karabakh, and increasing impact on civilians through reported shelling of cities and the resulting humanitarian situation. The Foreign Secretary and Canadian Foreign Minister have delivered two joint statements calling for urgent de-escalation and a return to dialogue on 28 September and 6 October.</p><p>The Minister for European Neighbourhood and the Americas spoke to the Armenian and Azerbaijani Foreign Ministers on 28 September. She raised UK concerns over civilian casualties and fatalities, urged immediate de-escalation and reinforced the importance of engagement with the OSCE Minsk Group. The Prime Minister discussed the situation in Nagorno-Karabakh with Turkish President Erdoğan on 28 September. On 29 September the UK delivered statements at both the OSCE Permanent Council and the UN Security Council calling for immediate de-escalation and resumption of dialogue. answer text <p>The Minister for Africa regularly engages with the Government of Zimbabwe to raise serious concerns about the political, economic and human rights situation in Zimbabwe. We have been clear that the Government of Zimbabwe must meet its international and domestic obligations by respecting the rule of law, safeguarding human rights, and committing to genuine political and economic reform for the benefit of all Zimbabweans. This is a prerequisite for further international support. The Minister for Africa delivered these messages when he last spoke to Foreign Minister Moyo on 8 June, and in a letter he wrote to the Foreign Minister on 12 August. Our Ambassador in Harare reinforced these messages when she met in person with Foreign Minister Moyo on 14 August and also raised concerns on the chronic economic situation Zimbabwe is experiencing with Zimbabwean Finance Minister Mthuli on 28 September. We will continue to call out the Government of Zimbabwe where we believe abuses of human rights have taken place including monitoring enforcement of the lockdown regulations due to the COVID-19 pandemic.</p><p>The UK regularly discusses the political, economic, and human rights situation in Zimbabwe with its international partners, including South Africa. On 16 July the Minister for Africa spoke to the Deputy Foreign Minister of South Africa about the situation in Zimbabwe. The UK is committed to working in partnership with South Africa, the Southern Africa Development Community (SADC) and the African Union as well as other international organisations. The UK will continue to work alongside the international community to support good governance, respect for human rights, and genuine political and economic reform in Zimbabwe, to help secure a better future for all Zimbabweans.</p><p> </p>

answer text <p>Our policy remains to support the people of Zimbabwe in moving towards a more democratic, stable and prosperous Zimbabwe. We meet regularly with the full range of stakeholders, from across the political spectrum including members of the ruling and opposition parties, judiciary and civil society, to ensure we understand how best to do that. Further engagement and support for Zimbabwe is contingent on genuine political and economic reforms but the onus must be on the Government of Zimbabwe to deliver this change. So far they have been unable to.</p><p>The Minister for Africa engages regularly on Zimbabwe. He spoke with Foreign Minister Moyo on 8 June, where he made it clear that the Government of Zimbabwe must make concrete progress on economic and political reform, including human rights. Progress has so far been poor and in some cases has gone backwards.</p><p> </p> more like this

answer text <p>In all but the most exceptional of circumstances demolitions are contrary to International Humanitarian Law. The practice of demolitions (and confiscations) causes unnecessary suffering to ordinary Palestinians and is harmful to the peace process. The UK does not undertake a specific assessment of the impact of demolitions on the education of Palestinian children, but the UK does support education in the OPTs.</p><p>UK Aid to the Palestinian Authority (PA) helps to ensure it can deliver essential services, including the provision of education by contributing to the salaries of carefully vetted teachers and education workers in the West Bank.</p> more like this

answer text <p>Restrictions for passengers travelling from Great Britain to Ireland consisting of a requirement to complete a passenger locator form detailing arrangements for fourteen days' self-isolation came into effect from 26th April. Her Majesty’s Government was notified by the Irish Authorities of their intention to introduce these on 23rd April. The Irish authorities communicated these plans initially through discussions with the Secretary of State for Northern Ireland and subsequently with our Embassy in Dublin and other UK Government Departments.</p> more like this
