answer text <p>Providers are not funded directly by the Department. The majority of the Department’s funding is allocated to NHS England, primarily for the commissioning of healthcare services from a range of primary and secondary care providers. National Health Service providers (NHS trusts and foundation trusts) fund their spending via income received from NHS commissioners in return for the provision of healthcare services to their local population. It is for commissioners to ensure that providers’ services meet the standards, including for providing food for patients with special dietary requirements, set out by the Care Quality Commission.</p> more like this

answer text <p>The Government's policy paper, ‘Collaboration on Science and Innovation: A Future Partnership Paper’ stresses the importance of continued collaboration with European partners to ensure that the United Kingdom remains one of the best places in the world for science and innovation. European Reference Networks (ERNs) for rare diseases patients were cited in the paper as an example of collaboration that the UK and European Union need to discuss in the negotiations.</p><p>ERNs are a cornerstone of the UK Strategy for Rare Diseases. Implementation of the Strategy is overseen by the UK Policy Board which has representation from all of the four UK nations.</p><p>The Government has been clear from the start that the devolved administrations should be fully engaged in our preparations to leave the EU, including through the Joint Ministerial Committee on EU Negotiations.</p><p>We are committed to positive and productive engagement with the devolved administrations going forward as we seek a deal that works for the entire UK.</p>

answer text <p>The National Institute for Health and Care Excellence (NICE) has recently published interventional procedures guidance on a number of new procedures and is currently developing guidance on another, all for use in the treatment of glaucoma.</p><p>NICE interventional procedures guidance makes recommendations for the National Health Service on whether new operational procedures are sufficiently safe and efficacious for routine use in clinical practice, but does not provide guidance on whether such procedures represent a clinically and cost effective use of NHS resources.</p><p>It is for commissioners locally to decide based on the available evidence whether to fund a procedure recommended in NICE interventional procedures guidance or any other procedure.</p> more like this

answer text <p>NHS Improvement is leading work to drive down healthcare associated infections and as part of this have carried out an early assessment of electronic monitoring of hand gel usage. The technology used in some trusts is currently reliant on local data infrastructure and many existing systems would not be able to support it.</p><p> </p><p>It is important to note that automated monitoring of hand gel and soap usage does not address the correct techniques of hand hygiene by healthcare staff. This is important in reducing the spread of infections. NHS Improvement’s work programme for 2018/19 includes a workstream on hand hygiene compliance and monitoring.</p><p> </p><p>We are working with our partners across the health and social care system, including the Care Quality Commission, to ensure that consideration of best practice in hand hygiene policies remains a focus of inspections in acute trusts.</p> more like this

answer text <p>The Government remains strongly committed to supporting research into dementia and the United Kingdom research community is playing a significant role in the global effort to find a cure or a major disease-modifying treatment by 2025.</p><p>The Government has doubled research spending on dementia, with a commitment to maintain this level of spending of at least £60 million a year to 2020, with an ambition for overall spending on research from all sectors to double by 2025. Much of this investment is in research to better understand the nature of dementia, to inform development of future treatments and ways to prevent the onset of the condition.</p><p>We will need to consider the potential impacts that new and emerging treatments for Alzheimer’s disease may have on the health system. We will engage with initiatives such as Alzheimer’s Research UK’s proposed Taskforce which seek to identify innovative and cooperative solutions for making available future medicines and diagnostic approaches for people living with dementia.</p>

answer text <p>The Department on behalf of the United Kingdom Government reimburses other European Economic Area (EEA) countries and Switzerland for the cost of providing treatment to people we are responsible for under European Union law, irrespective of nationality. In the same way, other EEA countries and Switzerland reimburse the UK for the cost of the National Health Service providing treatment to people they are responsible for under EU law, including UK nationals insured in another EEA country or Switzerland.</p><p>Member State claims against the UK are in local currency so totals are significantly affected by the exchange rate at the time of payment and can mean a difference of millions of pounds.
