answer text <p>The purpose of the NHS Long Term Funding Bill is simply to enshrine in law the funding set out in the Long Term Plan, providing an extra £33.9 billion by 2023-24. That provides the National Health Service with the financial certainty it needs to get on and deliver the plan. The Bill does not set out the details of the plan itself or place restrictions on how the NHS should use the funding to support delivery.</p><p>However, at the heart of the NHS Long Term plan is the largest expansion of mental health services in a generation. This Government remains committed to putting mental health services on an equal footing with physical health. We are putting more money in and taking more action on mental health than any previous Government. We have committed at least a further £2.3 billion a year to mental health services by 2023/24 which will see spending for children and young people’s mental health services growing faster than the overall spend on mental health, which will itself be growing faster than the overall NHS budget.</p>

answer text <p>As part of the NHS Long Term Plan we have committed at least a further £2.3 billion a year to mental health services by 2023/24 meaning that spend on mental health will be growing faster than the overall National Health Service budget.</p><p>Based on core weighted population, an indicative allocation of £163.7m in clinical commissioning group (CCG) baseline investment and indicative allocation of £271.3 million in transformation funding will be made to North East London Sustainability and Transformation Partnership between 2019/20 to 2023/24, with Newham CCG modelled as receiving around 17.5% of this funding.</p><p>The Mental Health Investment Standard requires CCGs to increase the amount spent on mental health by at least as much as their overall budget increases. For the first time, in 2018/19 all CCGs met this level of investment.</p> more like this

answer text <p>This NHS Funding Bill enshrines in law the biggest cash boost in National Health Service history, ensuring the NHS will get an extra £33.9 billion a year by 2023/24. answer text <p>The Government recognises the need to adequately fund mental health services for children and young people and, as indicated in the NHS Long Term Plan, for the first time, funding for children and young people’s mental health services will grow faster than both overall National Health Service funding and total mental health funding. Mental health services will continue to receive a growing share of the NHS budget, with funding growing by at least £2.3 billion a year in real terms by 2023/24.</p><p>The Department has made no assessment of the causes for the variation seen in real-terms funding per child for low-level mental health services as this is a matter for local authorities.</p> more like this

answer text <p>The NHS Long Term Plan, published on 7 January, confirms that mental health will receive a growing share of the National Health Service budget, worth at least a further £2.3 billion a year in real terms by 2023/24.</p><p> </p><p>The NHS Long Term Plan commitment to mental health is supported by draft clinical commissioning group allocations which were published on 10 January and include an updated mental health and learning disabilities formula. The Mental Health Investment Standard also requires commissioners to further increase their investment in mental health.</p><p> </p><p>NHS England will ensure fair distribution of funding. Additional details, based on local health system five year plans, will be brought together in a detailed national implementation plan in the autumn.</p> more like this

answer text <p>The £963 million capital investment in sustainability and transformation partnerships (STPs) announced on 7 December 2018 is part of £2.9 billion capital funding made available to the National Health Service by the Government from 2017-18 to 2022-23 to modernise facilities and improve patient care. It is separate from the £20.5 billion revenue funding increase for the NHS announced on 18 June 2018.</p><p> </p><p>The 75 successful STP schemes announced included 13 mental health/learning disability schemes with a total value of £208 million. This is 22% of the overall £963 million funding made available.</p><p> </p><p>One of those 13 schemes is in Liverpool with £6.961 million awarded for child and adolescent mental health services (CAMHS) at Alder Hey Children’s NHS Foundation Trust for a 12 Bedded Tier 4 unit. This is for a purpose build facility to provide a North West centre of excellence for CAMHS inpatient services, supporting children with the most complex needs in the area.</p><p> </p><p>A second CAMHS scheme worth £2.807 million was awarded to Berkshire Healthcare NHS Foundation Trust for re-provision of current CAMHS Tier 4 inpatient provision at a new site. In total therefore £9.768 million has been awarded for CAMHS facilities. This is in addition to almost £44 million for 10 CAMHS schemes announced in previous rounds.</p><p> </p><p>Improving mental health is at the heart of this Government’s agenda and this investment is another step in our ambition to achieve greater parity between physical and mental health care.</p>
