As at Month 4 (July 2017) Alder Hey Children’s NHS Foundation Trust held £11.3 million cash. In 2017/18 to date, Alder Hey have not received any financial support for underlying pressures. They are not forecasting a requirement for support during 2017/18. In 2017 Alder Hey Children’s NHS Foundation Trust submitted to NHS Improvement a two year operating plan covering 2017/19. This included its financial plan to deliver its planned surplus, including managing financial pressures.</p><p> </p><p>In 2017/18 Mersey Care NHS Foundation Trust is forecasting a £5.2 million surplus. As at Month 4 (July 2017) Mersey Care NHS Foundation Trust held £26.6 million cash. In 2017/18, Mersey Care are not anticipating receiving any financial support to manage underlying financial pressures. In 2017 Mersey Care NHS Foundation Trust submitted to NHS Improvement a two year operating plan covering 2017/19. They aim to announce the preferred provider in October 2017 and – subject to approval by NHS Improvement of a business case – hope to transfer services to the new provider on 1 April 2018.</p><p> </p><p>NHS Improvement agreed a process of staff engagement with Liverpool Community Health Staff Side representatives. This included prospective providers presenting their proposals to Liverpool Community Health staff followed by the opportunity for Liverpool Community Health staff to ask questions. Staff were then invited to complete a feedback form giving their views on their preferred provider. This information will be available to the NHS Improvement Evaluation Panel but is not part of the Panel’s formal scoring and ranking of the proposals.</p><p> </p><p>Alder Hey has appointed to only one interim role since the commencement of the management contract on 1 May, a senior communications advisor. This role was to cover a gap in capacity following the departure of the previous Director of Communications, so was not a post created by Alder Hey. As part of the management contract, senior roles at Liverpool Community Health have been taken on by the Alder Hey Executive Team. answer	answer is ministerial correction date of answer 13/09/2017 answer text <p>Clinical commissioning groups (CCGs) should take all reasonable steps to ensure that employees, committee members, contractors and others engaged under contract with them are aware of the requirement to inform the CCG if they are employed or engaged in, or wish to be employed or engaged in, any employment or consultancy work in addition to their work with the CCG (for example, in relation to new care model arrangements).</p><p> </p><p>The following principles and rules should be adhered to:</p><p> </p><p>- CCGs should require that individuals obtain prior permission to engage in outside employment, and reserve the right to refuse permission where it believes a conflict will arise which cannot be effectively managed;</p><p> </p><p>- Staff should declare any existing outside employment on appointment, and any new outside employment when it arises;</p><p> </p><p>- CCGs may also have legitimate reasons within employment law for knowing about outside employment of staff; even if this does not give rise to risk of a conflict. Nothing in this guidance prevents such enquiries being made.</p><p> </p><p>- CCGs should ensure that they have clear and robust organisational policies in place to manage issues arising from outside employment. In particular, it is unacceptable for pharmacy advisers or other advisers, employees or consultants to the CCG on matters of procurement to themselves be in receipt of payments from the pharmaceutical or devices sector.</p><p> </p><p> </p><p>- All CCGs have a statutory duty to follow this guidance and ensure that any person involved in making a decision on the contract award has no pecuniary interest. The recurrent funding envelope for delivery of these services is currently being determined by LCCG. The criteria that will be used to assess the proposals cover the four key domains of financial sustainability, deliverability, clinical quality (which includes safety) and strategic context.</p><p> </p><p>NHS Improvement have informed us that they, working with the LCCG, have set a target Care Quality Commission rating of Good for services within the first year, and Good or Outstanding for the second year.</p><p> </p><p>NHS Improvement and the LCCG have invited proposals from four providers within the Liverpool “Acting As One” arrangements. These providers have been approached as they are considered to have a reasonable prospect of making a viable business case.
