answer text <p>When a large back payment is made there are a number of mechanisms in place to support a customer, including those who may be vulnerable. These mechanisms depend on the legislative framework within the product line, and include payments being split between the customer and a third party with the customer’s consent, payments being paid in full to a third party who will support the customer to manage the payment, or paying smaller amounts staggered over a period of time.</p><p> </p><p>For example, within Personal Independence Payment (PIP) and Universal Credit, where we identify that there may be an impact on the health, safety and wellbeing of a customer when they receive an arrears payment or a payment outside of their usual payment cycle, we work with the customer to understand their needs and help them to identify and access appropriate support.</p><p> </p><p>This financial management support may include utilising the support of the Department’s Advanced Customer Support Senior Leaders and signposting customers to external organisations. These organisations include the Money Advice Service, Money Advice Trust, Citizens Advice or the customer’s own support worker, to ensure they are supported with the management of these funds.</p><p> </p><p>We also offer budgeting support to customers receiving their regular benefits entitlement. In UC a referral process is in place where a need for Personal Budgeting Support is identified; this includes referral to online information, or a personal appointment by phone or in person to discuss a customer’s individual requirements. In some cases, an Alternative Payment Arrangement is agreed - where for example, payments are made more frequently or directly to a landlord to support claimants with longer term budgeting problems.</p>

answer text <p>The Decision Makers Guide, Volume 1, Chapter 03 is titled Revision. As part of their foundation learning, all new decision makers receive the following training on Revision:</p><p>Decision Maker Foundation Learning Module 05: Common Decision Maker Subjects Part 2: Revision and supersession. This is a 3-hour session delivered by Learning Delivery Officers. This training aims to provide decision makers with the knowledge and understanding of the revision and supersession processes, the differences between them, what an application for revision or supersession is, and how to record the outcome of an application.</p><p>In addition, decision makers who deal with mandatory reconsiderations and appeals undertake the following additional learning:</p><p>Mandatory Reconsiderations and Appeals. This is a 12-hour session delivered by Learning Delivery Officers. This training aims to give decision makers the skills to make a mandatory reconsideration decision accurately and write the outcome clearly, addressing all areas disputed by the claimant.</p>

answer text <p>The exemption is for those who have spent at least three months in a specialist hostel (or hostels) for homeless people, where the main purpose of that hostel is to provide accommodation, care, supervision or support, with a view to assisting homeless people to be rehabilitated or resettled in the community. Further, to be eligible for this exemption they would need to have been offered and accepted support services to enable them to be rehabilitated or resettled in the community during their time in the hostel.</p><p> </p><p>Supported housing covers a broad range of accommodation types including sheltered housing for older people and long-term housing for people with care needs. However, short-term supported housing could meet the definition above if it is hostel accommodation and its main purpose is to support and re-habilitate or resettle homeless people into the community.</p> more like this

answer text <p>Personal Independence Payment (PIP) is claimed by people with a range of health conditions and disabilities, many of which are degenerative or life limiting and the Department treats the death of any claimant sympathetically. Claims made under Special Rules for Terminal Illness (SRTI) are fast tracked and are being cleared in 4 working days on average (as at the end of January 2021, the latest available published data).</p><p> </p><p>The cause of death of claimants to PIP is not collated centrally by the Department.</p><p> </p><p>390 people died whilst waiting for a decision on their PIP claim between 1<sup>st</sup> and 31<sup>st</sup> January 2021, the latest date for which published data is available. For context, 62,330 claims were submitted for PIP over the same period. Note that the stated number of deaths includes people who submitted claims before January 2021.</p><p><strong> </strong></p><p><strong>Notes:</strong></p><p><strong>Source: PIP ADS and Customer Information System </strong></p><p><strong> </strong></p><ul><li>These figures include claims made under normal rules and special rules for terminally ill claimants and include new claims and Disability Living Allowance (DLA) to PIP reassessment claims.</li><li>If a claimant dies before a decision is made on an outstanding claim, the Department establishes whether the claimant’s representative or next of kin wishes to proceed with the claim. If not, the claim is withdrawn.</li><li>This is unpublished data. It should be used with caution and it may be subject to future revision.</li><li>PIP claimants are included if they died in January 2021 and a PIP claim was registered before their date of death and was cleared after their date of death.</li><li>Claimants’ dates of death are as recorded on the system at 11<sup>th</sup> May 2021 and may be subject to change.</li><li>Data covers Great Britain only.</li></ul><p> </p><p>Under the Social Security (Notification of Deaths) Regulations 2012 and s125 of Social Security Administration Act 1992 date of death is provided to the Department for all registered deaths. Additionally, next of kin also provide information on the date of death of an individual and this information is used appropriately in the administration of Departmental benefits.</p><p> </p><p>The PIP data includes claims made under normal rules and special rules for terminally ill claimants, as well as new claims and Disability Living Allowance (DLA) to PIP reassessment claims.</p>

answer text <p>On 18 March 2003 the UK government formally recognised that British Sign Language (BSL) is a language in its own right. Provision for accessing services by users of BSL are covered by the Equality Act 2010 and the Public Sector Equality Duty.</p><p> </p><p>Existing equality legislation already means employers, service providers and public bodies have to provide services in BSL and other formats when it is reasonable to do so. The Public Sector Equality Duty requires public bodies to have due regard to the needs of all those with protected characteristics.</p> more like this

answer text <p>The Pension Credit material on gov.uk has been updated, providing clear information on how Pension Credit can help pensioners and how easy it is to claim, particularly with the introduction of online service last year which enables family, friends and organisations to help pensioners make a claim.
