question text To ask Her Majesty’s Government, further to the Written Statement by Baroness Kramer on 15 October (WS33–35), whether the interim report concerning the crash of Malaysian Airways Flight MH17 indicates whether the aircraft was attacked by warplanes or a ground-based missile; and when the final report is likely to be produced and published. more like this

answer text
The Dutch Safety Board published its preliminary report on the crash of Malaysian Airlines on 9 September 2014. Based on its preliminary findings to date, there is no indication of any operational or technical issues with either the aircraft or its crew. The damage observed on the forward section of the aircraft appears to indicate that the aircraft was penetrated by a large number of high-energy objects from outside the aircraft. It is likely that it is this damage that resulted in the loss of structural integrity of the aircraft, leading to an in-flight break. The Dutch Safety Board is continuing with its investigation. There is no current indication when it will publish the final report.
more like this

answer text
The success of the railways today, with additional services, greater passenger demand and significant Government investment in electrification, means that there are some short term issues with the provision of diesel units. Within a few years, our extensive programme of electrification will allow the diesel trains that are currently used on those routes to be cascaded elsewhere.

The Government is keen for the market to lead on rolling stock procurement, and has not carried out an assessment of its own on the need for new diesel trains. However, in the February 2014 update of its Long Term Passenger Rolling Stock Strategy, the rail industry predicted that, "Assuming that the current policy of a rolling electrification programme continues in CP6 [Control Period 6: 2019 – 2024] and remains affordable to the Government, the work to date suggests that no new diesel vehicles (or other self-powered vehicles) would be required to be built in either CP5 or CP6."

However, this does not preclude bidders from including the provision of new diesel trains as part of future franchise competitions.

answer text
Statutory concessionary bus travel is a devolved matter with separate systems administered in Scotland, Northern Ireland and Wales. This response, therefore, refers only to the English National Concessionary Travel Scheme (ENCTS). The ENCTS is a statutory concession scheme which allows for free travel for older and disabled people on local bus services anywhere in England, between 0930 and 2300 during weekdays and anytime at weekends and bank holidays. In addition, local authorities are able to provide non-statutory, discretionary concessions for specified groups of people, from their own funds, in accordance with their local priorities, which the Government encourages. In each of the years 2010/11 to 2013/14, nearly all of the 89 Travel Concessionary Authorities outside London were offering some sort of discretionary travel concession over and above the statutory minimum ENCTS, for example companion passes or extensions to travel times. The statutory concession for London residents provides free travel for pass holders on almost all public transport in London. Details of discretionary enhancements across England can be found here -

https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/259404/concessionary-travel-statistics-2012-13.pdf

(see in particular table BUS0841).
