The review will provide a detailed assessment of the effectiveness and efficiency of CAA’s functions and structures, its governance and its accountability to Parliament and the Department. This review was launched on 30 August 2022, and is due to be finalised in Spring 2023.</p><p> </p><p>As part of this process, the Department for Transport held a Call for Evidence on the effectiveness and efficiency of the CAA. This asked respondents to provide views on the strength and breadth of powers the CAA has.</p><p> </p><p>In addition, the Department for Transport consulted in January 2022 on whether the CAA should have additional administrative powers to enforce consumer laws. answer	answer is ministerial correction date of answer 03/04/2023 answer text <p>Where an employee is provided with a vehicle by reason of their employment and it is made available for private use, there is a taxable benefit. Cars and vans are taxed different and typically the van benefit charge is lower to account for the limited private use a van can have compared to a company car.</p><p> </p><p>HMRC considers a double cab pick-up that has a payload of one tonne or more as a van for benefits purposes in line with the definitions used for VAT purposes. The one tonne rule only applies to double cab pick-ups, not to any other vehicle. However, it is not possible to give a blanket tax ruling for all double cab pick-ups as the standard vehicle may have been adapted once acquired.</p><p> </p><p>Trends in the level of pick-up truck use are not held by the Department for Transport. However, the Government is committed to ensuring that our roads are safe for all road users. The results of the MSU annual emissions-testing programme are made publicly available at <a href="https://www.gov.uk/government/collections/dvsa-vehicle-market-surveillance-unit" target="_blank">https://www.gov.uk/government/collections/dvsa-vehicle-market-surveillance-unit</a>. Where MSU testing identifies non-compliant emissions, including suspicions of a prohibited defeat device, DVSA works with the manufacturer to implement improvement plans. Where action has been carried out this is explained within the published reports. The plan is monitored through regular updates from the manufacturer. <br></p><p>To restrict the use of illegal emission technologies, the Government was at the forefront of the introduction at a European level of Real Driving Emissions (RDE) requirements for new cars and vans, which came into force in September 2017. This is an emissions test conducted on public roads using portable emissions measurement equipment, which due to its random nature makes it virtually impossible to ‘cheat’. Vehicles are checked to ensure they comply with RDE requirements through in-service testing by type approval authorities, market surveillance authorities and other third-party organisations, including NGOs.</p><p> </p><p>For vehicles type-approved by the Vehicle Certification Agency, the effectiveness of any ‘fixes’ installed is assessed before application.</p><p> </p><p>In 2018 the Government strengthened restrictions against the use of illegal emissions technology by passing legislation making it an offence for manufacturers to place motor vehicles on the market which contain prohibited defeat systems. answer	answer is ministerial correction date of answer 28/03/2023 answer text <p>The Driver and Vehicle Standards Agency (DVSA) is working hard to provide as many practical driving test appointments as possible at all test centres. As a result of the measures already taken by the DVSA, overall, since April 2021, an estimated 813,000 additional test slots have now been created. On average, the DVSA is creating approximately 35,300 extra test slots each month.</p><p>The average time between booking and taking a practical car test in Greater Manchester and West Didsbury test centres over the last 12 months is 15.2 weeks and 15.6 weeks respectively. As of 27 March 2023, there are 1,847 driving tests available in Greater Manchester and 465 available at West Didsbury.</p><p>To prevent the booking and re-selling of driving test appointments, the DVSA has:</p><ul><li>stopped accepting new automatic online registrations to use its tests booking service – any new applications must be made by email, where they’ll be thoroughly checked by the DVSA;</li><li>stopped accepting any new registrations from companies who do not directly employ a driving instructor;</li><li>removed registrations not linked to driving instructors;</li><li>reduced the number of times a driving test appointment can be changed from 10 to the pre-pandemic limit of 6 - if changes are required after reaching this limit, approved driving instructors or candidates will have to cancel the test and rebook it; and</li><li>updated the test booking service terms and conditions to make it clear that users must not book tests and sell them for profit.
