answer	answer is ministerial correction date of answer 12/02/2020 answer text <p>The Government’s National Planning Policy Framework advises local authorities to promote healthy, inclusive and safe places which encourage walking and cycling.</p><p> </p><p>The four national highway authorities published joint guidance in November 2019 on how to design cycling infrastructure into strategic road schemes.</p><p> </p><p>The Conservative Party manifesto announced a £350 million Cycling Infrastructure Fund, with mandatory design standards for new routes. This includes details of the £2.4 billion which is being invested in cycling and walking over the five years to 2020/21 through the statutory Cycling and Walking Investment Strategy. answer	answer is ministerial correction date of answer 14/02/2020 answer text <p>Local Highway Authorities are responsible for the maintenance and management of the local road network within their areas and this includes measures to help reduce road congestion. It is the for the Leaders and Mayors of local and Combined Authorities to decide how best to manage the relative mix of traffic in their cities.</p><p> </p><p>The Government is tackling congestion across England through investment in roads, public transport and active travel. The £2.5bn Transforming Cities Fund is empowering 18 city regions to deliver improvements to commuter connectivity which will provide faster, more reliable transport links such as new light rail, bus or cycling infrastructure. The Government has also recently announced a further £5bn of investment in buses and cycling across England.</p><p>Through the National Roads Fund, the Government is providing £28.8bn which will fund vital improvements on the Strategic Road Network and on the Major Roads Network.</p><p> </p><p>The Government is committed to decarbonisation of transport and is consulting on bringing forward the end of the sale of new petrol and diesel vehicles to 2035, or earlier if a faster transition appears feasible.</p><p> </p><p>The Government is also supporting areas that have identified Clean Air Zones as a means of reducing Nitrogen Dioxide (NO2) to legal levels by charging older, dirtier vehicles for entering an area.</p> answering member constituency Welwyn Hatfield answering member printed Grant Shapps question first answered 14/02/2020 14:25:23 answering member 1582 label Biography information for Grant Shapps

answer	answer is ministerial correction date of answer 14/02/2020 answer text <p>Since 2010 the Government has invested around £150 million towards new cleaner buses.</p><p> </p><p>The Government has supported the use of a range of low carbon bus technologies, including hydrogen, through funds including the Low Emission and Ultra Low Emission Bus Schemes. The Annual Assessment of Highways England Performance 2019 report, published by the Office and Rail and Road (ORR) on 18 July, gives a total figure of 72,302 tonnes of carbon dioxide equivalents in 2018/19.</p><p> </p><p>The Department does not hold this level of information for the local roads network, which is the responsibility of local highway authorities.</p><p> </p><p>The Government is committed to exploring innovative ideas and processes for more environmentally friendly ways of constructing, repairing and maintaining road surfaces. The Department announced in January 2019 a £23m programme of innovation trials with the Association of Directors of Environment, Economy, Planning and Transport (ADEPT) and commercial partners.</p><p> </p><p>The programme includes £1.6 million being provided to Cumbria County Council to extend a trial for the selection and testing of recycled plastic in surfacing and structural treatments on the local road network. This trial will assess the suitability and durability of the plastics additives from minor patching work and pothole repairs through to major resurfacing.</p><p> </p><p>In addition, Highways England are also trialling the use of recycled material from tyres in the asphalt mix on the southbound M1 between junctions 23 and 22 near Leicester.</p><p> </p><p>Technological innovation in road maintenance processes can also improve efficiency and reduce waste by recycling existing road material. This supports the Government’s Air Quality Plan for Nitrogen Dioxide (NO2) in UK (2017), which established the Government’s commitment to improve air quality on the Strategic Road Network (SRN).</p><p> </p><p>Highways England’s Delivery Plan 2018-2019, published in July 2018, provides an update on progress and this year’s Delivery Plan with a further update will be published this summer.</p><p> </p><p>Highways England have agreed with the Department for Transport a programme of work to assess and deliver improvements in air quality on the SRN, with a focus on 101 SRN road links which have been identified by Government’s Pollution Climate Mapping (PCM) model as exceeding NO2 limit values.</p><p> </p><p>Highways England are analysing these road links through their programme of work to identify what measures can be implemented to deliver compliance as quickly as possible.
