answer text <p>The Government has invested £6.1m in the £11.7m project to improve the quays at St Mary’s and dredge Penzance Harbour to improve the sea connections between the Isles of Scilly and the mainland for passengers and freight. The project also benefited from £5.6m of European Regional Development Funding. The project was promoted by Cornwall Council and was completed in 2016.</p><p> </p><p>Land’s End and St Mary’s airports have also been upgraded with the assistance of European Regional Development Funding totalling £6.8m, which included works (completed in 2014) to improve the runways at both airports.</p><p> </p><p>The Government does not maintain a record of private sector investment in the above facilities.</p> more like this

answer text <p>I refer to my previous answer to the honourable member dated 11 September that the Department has had Board level discussions with Transport Scotland about improving the remainder of the A1 from Newcastle to Scotland, and will continue to look at the case for completing the dualling of the route, taking into account Scotland’s revised Transport Strategy upon its publication. Improvements to the A1 in Scotland are the responsibility of the devolved administration, but Highways England will consider the effects that improvements in Scotland may have on the A1 in England.</p> more like this

answer text <p>Agreement in principle was reached with the Welsh Government last year that they would be given a combination of statutory executive franchising functions within Wales, and agency powers of the Secretary of State in relation to the English component of the franchise, in order that that they could procure and manage a new franchise of similar geographic scope, while ensuring the Secretary of State’s accountability for rail operations within England.</p><p>In order to facilitate the timely progression of the Welsh Government’s procurement, the Secretary of State entered into the first of a planned series of agency agreements with Welsh Ministers in October last year. Each agreement will set out relevant conditions to protect the Secretary of State’s interests in the English component of the franchise (including the English component of cross-border services). The Government also continues to progress the transfer of functions Order to give effect to the transfer to Welsh Ministers of executive franchising functions in Wales.</p><p>The Department is actively and constructively engaging with Welsh Government to both protect the Secretary of State’s interests and enable them to achieve a successful procurement of the next Wales &amp; Borders franchise from October 2018.</p>

answer text <p>The Office of Rail and Road is the statutory economic and safety regulator for the rail industry in Great Britain. In relation to the proposed transfer of ownership of the Valley Lines, its role will be to ensure that the transfer does not prejudice the interests of other rail industry parties and that the subsequent operator of the Valley Lines infrastructure has in place all necessary licences and other authorisations to ensure that operates in a safe and efficient manner, in the public interest.</p> more like this

answer text <p>The Driver and Vehicle Standards Agency (DVSA) includes “Checking for oncoming cyclists, pedestrians and other traffic before opening the car door” as part of its National Standards for driving.</p><p> </p><p>In addition, DVSA covers the safe method of opening car doors in the Instructional Ability element of its Approved Driving Instructor (ADI) qualification process. answer text <p>The Departments for Transport, Work and Pensions and Education are working with stakeholders to address this issue. This includes the development of a new Trailblazer Apprenticeship standard for HGV drivers funded through the Apprenticeship Levy, help for jobseekers to enter the logistics sector and work to address the gender imbalance in the industry.</p><p> </p><p>As part of efforts to improve the image of the profession the Department for Transport has also commissioned a survey of roadside facilities and is working with Highways England, local authorities and operators to ensure more and better quality facilities for drivers.</p><p> </p><p>The Department and its agencies have also worked to minimise delays in obtaining an HGV test appointments and licence renewals.</p> more like this
