answer text <p>The PWC report on the comparative costs of developing and constructing high speed lines in Europe and elsewhere was withheld under section 22 (1) of the Freedom of Information Act 2000 because it is intended for future publication. In applying this exemption we had to balance complex public interest consideration in withholding or disclosing the report. We found the balance to be in favour of withholding at that time and that remains our position.</p><p> </p><p>I can reaffirm that HS2 Ltd intend to publish this report in the coming months.</p> more like this

answer text <p>I refer the noble Lord back to my previous response to his question on 25 April 2018 (HL7119). We are seeking to recover costs of the operation from several third parties, however a final position on cost recoveries is unlikely to be known until the completion of the administration, which may take several months. We are, of course, determined to ensure that as much of taxpayers’ money is recovered as possible.</p><p> </p><p>The administrator, KPMG, has since published a progress report for the administration of Monarch Airlines Limited, which is freely available from http://www.insolvency-kpmg.co.uk. This report provides an interim update, which will inform our ongoing negotiation with Greybull.</p><p> </p><p>We will in due course be able to report back with more detail.</p> more like this

answer text <p>The Network Rail programme has been agreed with the train operators to enable the completion of this key upgrade before the end of the year.</p><p> </p><p>Once complete, it will enable modern trains to run, with more seats. Network Rail has also recently completed the upgrade of the route to the north of this, between Preston and Blackpool meaning that, together, these improvements will enable modern, faster trains, with more seats, to run between Blackpool and Manchester. This will also mean that trains currently in use between Manchester and Preston can be used elsewhere on the network, enabling an improved service across the north.</p><p> </p><p>The Department for Transport expects Network Rail to work with Train Operators to seek to minimise the inconvenience to passengers of essential engineering work.</p> more like this
