answer text <p> </p><p>The assessment of the condition of road markings including those for zebra crossings is a matter for individual local highway authorities.</p><p> </p><p> </p><p> </p><p>The Department for Transport provides guidance for traffic authorities on the installation and maintenance of road markings in the Traffic Signs Manual and in Departmental Standards. Compliance with the latter is mandatory on the trunk road network, and constitutes good practice elsewhere.</p><p> </p><p> </p><p> </p><p>However, traffic authorities must balance competing demands on their resources. In particular, severe weather imposes a heavy burden and emergency repair works can divert resources from carrying out routine maintenance operations, no matter how desirable. It would not be appropriate for central Government to interfere in authorities' freedom to decide how best to discharge their statutory duty to maintain the highways under their control.</p><p> </p> more like this

answer text <p> </p><p>The Government published the summary of responses to the consultations on its proposed drugs and limits to be specified in regulations on 27 March 2014, which is available in the libraries of the House and at:</p><p> </p><p><a href="https://www.gov.uk/government/consultations/drug-driving-proposed-regulations" target="_blank">www.gov.uk/government/consultations/drug-driving-proposed-regulations</a></p><p> </p><p> </p><p> </p><p>The Government's proposals on the limits for those drugs most associated with medical use were based upon scientific and medical advice and were supported in the public consultation. There are therefore no plans to review the limits and Parliament will shortly have the opportunity to debate the regulations.</p><p> </p><p> </p><p> </p><p>The summary sets out the issues raised in the consultation and the action Government proposes to take including the education of healthcare professionals. answer text <p>No formal assessment has been made on the impact of the time taken to issue a category C1 (small lorries) licence to drivers with diabetes.</p><p> </p><p>However, the Driver and Vehicle Licensing Agency (DVLA) has been working with key stakeholders and has recently reviewed the application process for all vocational drivers with insulin treated diabetes. As a result, a pilot exercise is currently being carried out where certain aspects of the application process have been streamlined.</p><p> </p><p>Further opportunities to speed up the application process will be explored following the conclusion of the pilot exercise.</p> more like this

answer text <p>The co-operation agreement (Memorandum of Understanding) between the United Kingdom and China signed on 18 June is designed to promote mutual commercial co-operation and business-to-business collaboration in the field of rail transport where this is deemed to be mutually beneficial.</p><p> </p><p>The agreement contains no contracts and reinforces the concept of a fair and level playing field in line with international and domestic law concerning the transparency of public procurement and the supply of products or services.</p><p> </p><p>The United Kingdom remains open to international investment and welcomes suitably qualified companies from other countries, including China, to participate in our rail market. Companies from China, or any other country, will not receive any priority in the award of contracts and the expanding railway market in China represents a significant opportunity for the United Kingdom to export its wealth of experience and expertise in this area.</p><p> </p> more like this

answer text <p>In February 2014, I instructed officials to carry out a survey, through the Disability Action Alliance, in order to provide Ministers with a better understanding of the range of issues facing wheelchair users when using taxis or PHVs around the country. I have shared the survey with Ministerial colleagues and discussions are continuing across Government on how best to address this issue.</p><p> </p><p>In addition, the Law Commission's recently published (23<sup>rd</sup> May 2014) comprehensive review of taxi legislation also considered this matter and the Government will be responding to this document in due course.</p><p> </p><p> </p> more like this
