answer text <p>Decarbonising transport is central to the delivery of the UK’s cross-economy climate targets, and directly supports the Prime Minister’s mission to make Britain a clean energy superpower and accelerate our journey to net zero.</p><p> </p><p>The International Maritime Organization (IMO)’s revised 2023 greenhouse gas (GHG) strategy and the upcoming negotiations later this year will be of vital importance to decarbonising the global maritime sector. The measures under consideration include a goal-based marine fuel standard which would drive down the GHG intensity of marine fuels and incentivise the uptake the cleaner zero and near zero GHG emission fuels. The potential impact of these global measures will be considered in a comprehensive impact assessment as part of this negotiation process.</p><p> </p><p>This work goes hand in hand with the need to unlock investment in maritime decarbonisation technologies; zero and near zero GHG emission vessels; and green port infrastructure within the UK.</p>

answer text <p>The expansion of the UK Emissions Trading Scheme (ETS) to domestic maritime is currently planned from 2026. Officials across the UK ETS Authority have been regularly engaging across the maritime sector ahead of the next consultation on expansion of the UK ETS to domestic maritime. My officials met with industry bodies as recently as three weeks ago, and will continue to do so both ahead of, and following, the publication of the next consultation on the expansion of the UK ETS.</p><p> </p><p>The EU ETS meanwhile will apply to all cargo and passenger vessels over 5000GT operating within the European Economic Area (EEA) and internationally to the EEA from 1 Jan 2024.</p><p> </p><p>We have no plans to make a full assessment of this EU ETS scheme, it will impact all nations going to the EEA equally. The amount of in-scope emissions that allowances must be surrendered will increase from 40% in 2024, increasing to 70% in 2025, and 100% in 2026. The EU ETS will initially cover carbon dioxide emissions and be widened to include methane and nitrous oxide from 2026.</p><p> </p><p>We will continue to monitor developments of international and regional carbon pricing instruments covering shipping schemes, including the EU ETS proposal, and consider how these might interact with our domestic policy in the future. This will be applied equally to all operators travelling internationally to the EEA. The EU ETS is not expected to have any organizational impact on the MCA.</p>

answer text <p>The <a href="https://www.gov.uk/government/publications/clean-maritime-demonstration-competition-cmdc" target="_blank">Clean Maritime Demonstration Competition (CMDC)</a> has thus far awarded over £95m to 105 projects since 2021.</p><p> </p><p>The first round, CMDC1, allocated £23m to 55 projects, which delivered feasibility studies and technology trials between September 2021 – March 2022. A summary of the projects and their outcomes can be found <a href="https://www.ukri.org/wp-content/uploads/2022/09/IUK-28092022-7052_CMDC-Project-Brochure_sh_final1.pdf" target="_blank">here</a>.</p><p> </p><p>CMDC2 allocated £12m to 31 projects to deliver feasibility studies and pre-deployment trials between January – August 2023. 25 projects completed by August 2023. Six projects received project extensions and completed by November 2023.</p><p> </p><p>CMDC3 allocated £60m to 19 projects to deliver technology and system demonstrations between April 2023 – March 2025. 16 projects have commenced work and are due to complete by March 2025. Three projects did not commence the delivery phase, due to issues they encountered during project set up. No grant funding was paid out to these projects, and the funding will be utilised elsewhere in the UK Shipping Office for Reducing Emissions (UK SHORE) programme.</p><p> </p><p>CMDC4 was launched in July 2023 with a budget of £34m. The application window closed on 27 September 2023 and winning projects will be announced in early 2024.</p><p> </p>

answer text <p>The government continues to deliver on commitments made in the 2021 Transport Decarbonisation Plan (TDP). In July, we confirmed that the UK Emissions Trading Scheme would be extended to include domestic maritime emissions, beginning in 2026 and published the summary of responses to the domestic maritime course to zero consultation.</p><p> </p><p>The fourth round of the Clean Maritime Demonstration Competition was launched on 7<sup>th</sup> July, bringing the total invested through the CMDC to £129 million, part of the £206 million UK SHORE R&amp;D investment to support maritime decarbonisation.</p><p> </p><p>Internationally the United Kingdom has worked ambitiously with the International Maritime Organization to reach a unanimous agreement at landmark negotiations in July, for net zero emissions by around 2050 that puts the Paris Agreement 1.5C temperature goal within reach.</p><p> </p><p>The department intends to publish a refresh of the Clean Maritime Plan (CMP) by the end of 2023. It will build on the achievements of the 2019 CMP and TDP to deliver an ambitious, action focused plan to accelerate maritime decarbonization in the UK.</p>

answer text <p>My department is supporting the decarbonisation of the UK maritime sector through a two-pronged approach: R&amp;D funding and investment through the £206m UK Shipping Office for Reducing Emissions (UK SHORE) programme, the biggest government investment ever in our commercial maritime sector, accompanied by a comprehensive policy and regulatory programme.</p><p> </p><p>So far UK SHORE has invested R&amp;D funding to the tune of over £95m in three rounds of the Clean Maritime Demonstration Competition, £7.4m in a Clean Maritime Research Hub in partnership with the Engineering and Physical Sciences Research Council (EPSRC) and £77m Zero Emission Vessels and Infrastructure (ZEVI) competition, which will see three-year demonstrations of operational zero emission vessels and the infrastructure needed to support them deployed by 2025.</p><p> </p> more like this

answer text <p>The Zero Emissions and Vessels and Infrastructure Scheme (ZEVI) was launched on 6 February 2023. It is a key scheme of the £206m UK SHORE programme, demonstrating high Technology Readiness Level vessels and infrastructure as part of the pipeline accelerating clean maritime technologies towards commercial readiness. The £77m of match funding under ZEVI is available to fund the construction and set-up of projects until March 2025, with project partners covering all costs of demonstrating in an operational environment for the following three years. This ZEVI funding will be allocated to projects via fair and open competition as run and operated by Innovate UK. Deadline for applications is 19 April 2023 and projects will be scored on the innovation demonstrated within their projects as well as how they will share knowledge and develop the clean maritime market beyond this.
